Relati<strong>on</strong>ship between abuse and child pornography<br />
Determ<strong>in</strong><strong>in</strong>g the exact nature of the relati<strong>on</strong>ship between the view<strong>in</strong>g of child abuse material and actual<br />
physical abuse is complicated. 260 In any case, there seems to be a positive correlati<strong>on</strong> 261 between<br />
hands-<strong>on</strong> perpetrators of child abuse and the possessi<strong>on</strong> of child abuse material <strong>on</strong> their computers. 262<br />
However, we cannot c<strong>on</strong>clude from this that committ<strong>in</strong>g acts of abuse c<strong>on</strong>stitutes a progressi<strong>on</strong> from<br />
the view<strong>in</strong>g of child abuse material. The most comm<strong>on</strong> hypothesis <strong>in</strong> the literature is that there is no<br />
causal relati<strong>on</strong>ship between the view<strong>in</strong>g of child abuse material and committ<strong>in</strong>g hands-<strong>on</strong> offences. 263<br />
The view<strong>in</strong>g of such material by itself therefore does not by def<strong>in</strong>iti<strong>on</strong> c<strong>on</strong>stitute a risk factor that leads<br />
to a hands-<strong>on</strong> sex offence: “seek<strong>in</strong>g child abuse material is the result of a sexual <strong>in</strong>terest <strong>in</strong> children, not the cause of<br />
it.” 264 A meta-analysis by Seto et al. (2010) <strong>in</strong>dicated that approximately half of c<strong>on</strong>victed viewers of child<br />
abuse images and films admitted to also hav<strong>in</strong>g committed a hands-<strong>on</strong> offence. It also emerged from<br />
this study that a group of hands-off offenders attempted to c<strong>on</strong>tact m<strong>in</strong>ors over the Internet, but did<br />
not succeed <strong>in</strong> do<strong>in</strong>g so 265 and therefore ultimately no hands-<strong>on</strong> offence was committed. 266 In additi<strong>on</strong>,<br />
the study team c<strong>on</strong>cluded that a preferential sexual <strong>in</strong>terest <strong>in</strong> children by itself does not have to lead<br />
to hands-<strong>on</strong> offences be<strong>in</strong>g committed. They also observed that the offenders who actually made their<br />
sexual desires become a reality probably also possessed the pers<strong>on</strong>ality traits and were <strong>in</strong> such situati<strong>on</strong>al<br />
circumstances that facilitate abuse offences and crim<strong>in</strong>al activity <strong>in</strong> general. 267 However, child abuse<br />
material could re<strong>in</strong>force any sexual fantasies and needs to physically abuse children. 268 The view<strong>in</strong>g of<br />
abusive images and films could act as a means of normalis<strong>in</strong>g the sexual abuse of children and could<br />
re<strong>in</strong>force the desire to actually commit sexual abuse offences. 269 The view<strong>in</strong>g of images <strong>in</strong> which children<br />
are be<strong>in</strong>g sexually abused may give rise to cognitive distorti<strong>on</strong>s, mak<strong>in</strong>g it easier to cross the threshold<br />
of actual physical abuse. 270 C<strong>on</strong>tact with other <strong>in</strong>dividuals with a sexual preference for children via the<br />
Internet could also serve to neutralise and legitimise the sexual abuse of children. Furthermore, the<br />
noti<strong>on</strong> of <strong>in</strong>creas<strong>in</strong>g <strong>on</strong>e’s regard with<strong>in</strong> such an <strong>on</strong>l<strong>in</strong>e sub-culture may also motivate perpetrators to<br />
commit a hands-<strong>on</strong> offence. These hypotheses have never been empirically verified, however. 271<br />
Relati<strong>on</strong>ship between perpetrator and victim<br />
Generally speak<strong>in</strong>g, sexual abuse forms the basis for the producti<strong>on</strong> of child abuse material and perpetrators<br />
<strong>in</strong> cases of sexual abuse are also generally known to their victims. It is rarely the case that perpetrators<br />
are strangers to the victims and as a rule they are situati<strong>on</strong>al offenders. 272 It emerged from a study<br />
