the same year, the AMKs launched more than 400 206 <strong>in</strong>vestigati<strong>on</strong>s <strong>in</strong>to sexual abuse. 207 Unfortunately,<br />

further <strong>in</strong>formati<strong>on</strong> <strong>in</strong> relati<strong>on</strong> to the advice, c<strong>on</strong>sultati<strong>on</strong>s and reports of sexual abuse is not available<br />

from the youth care organisati<strong>on</strong> Jeugdzorg Nederland. 208 When they receive reports of sexual abuse, the<br />

AMKs do not record whether images of this abuse potentially exist. This means there are no statistics<br />

relat<strong>in</strong>g to child abuse material <strong>in</strong> this regard. However, images of sexual abuse add a further dimensi<strong>on</strong><br />

to victimisati<strong>on</strong> 209 that should be a focus of attenti<strong>on</strong> and that should have implicati<strong>on</strong>s with regard to<br />

the care to be provided. 210 This aspect has been the subject of research c<strong>on</strong>ducted <strong>in</strong> Germany.<br />

Care and Treatment of <str<strong>on</strong>g>Child</str<strong>on</strong>g>-Victims of <str<strong>on</strong>g>Child</str<strong>on</strong>g> Pornographic Exploitati<strong>on</strong> (CPE) <strong>in</strong> Germany 211<br />

From October 2004 to September 2007, the ‘Innocence <strong>in</strong> Danger’ organisati<strong>on</strong> c<strong>on</strong>ducted research<br />

<strong>in</strong>to the treatment of victims of child pornography <strong>in</strong> Germany. All care organisati<strong>on</strong>s <strong>in</strong> Germany<br />

that specialise <strong>in</strong> assist<strong>in</strong>g children who are victims of sexual abuse were c<strong>on</strong>tacted with<strong>in</strong> the<br />

c<strong>on</strong>text of the research. One of the c<strong>on</strong>clusi<strong>on</strong>s of the research was that due to uncerta<strong>in</strong>ty and a<br />

significant lack of knowledge, care workers fail to address the issue of images <strong>in</strong> cases of sexual<br />

abuse, so it is likely that many victims of child pornography rema<strong>in</strong> unnoticed. Despite this, care<br />

workers recognise that victims of sexual abuse who also feature <strong>in</strong> images that have been made of<br />

them are traumatised even further, and required specific care <strong>in</strong> relati<strong>on</strong> to this.<br />

Any<strong>on</strong>e who is resp<strong>on</strong>sible for children’s welfare (<strong>in</strong> a professi<strong>on</strong>al capacity) must have knowledge of<br />

their liv<strong>in</strong>g envir<strong>on</strong>ment. Today, m<strong>in</strong>ors make frequent use of the Internet and experiment <strong>on</strong>l<strong>in</strong>e with<br />

regard to aspects of sex and relati<strong>on</strong>ships. There are risks associated with behaviour of a sexual nature<br />

<strong>on</strong>l<strong>in</strong>e, and these risks can <strong>in</strong>crease the likelihood of sexual abuse. For this reas<strong>on</strong>, it is important that<br />

‘digital <strong>in</strong>dicators’ 212 , <strong>in</strong>clud<strong>in</strong>g those of child pornography, are noticed by AMK staff. BNRM c<strong>on</strong>ducted<br />

an exploratory <strong>in</strong>vestigati<strong>on</strong> <strong>in</strong> order to f<strong>in</strong>d out the extent to which child pornography, and more<br />

broadly speak<strong>in</strong>g, ‘digital <strong>in</strong>dicators’, lie with<strong>in</strong> the field of visi<strong>on</strong> of the staff of AMKs. The results of<br />

this exploratory <strong>in</strong>vestigati<strong>on</strong> will be outl<strong>in</strong>ed next. Please refer to Appendix 2 for an explanati<strong>on</strong> of the<br />

<strong>in</strong>vestigati<strong>on</strong>.<br />

Results of the exploratory <strong>in</strong>vestigati<strong>on</strong> of AMKs<br />

When cases of sexual abuse are reported, it is not standard practice for staff of <str<strong>on</strong>g>Child</str<strong>on</strong>g> Abuse Counsell<strong>in</strong>g<br />

and Report<strong>in</strong>g Centres (AMKs) to ask whether images were also made of the abuse. A number of AMKs<br />
