also found with<strong>in</strong> the group of perpetrators of child pornography, and it is precisely with<strong>in</strong> this group<br />
of perpetrators that recently produced material is exchanged. 96 As a result, digital child abuse material<br />
of the 21 st century is a cybercrime and, <strong>in</strong> certa<strong>in</strong> cases, also a high-tech crime. <str<strong>on</strong>g>Child</str<strong>on</strong>g> abuse material<br />
also always <strong>in</strong>cludes an analogue element <strong>in</strong> additi<strong>on</strong> to this technological comp<strong>on</strong>ent, s<strong>in</strong>ce the material<br />
is, after all, first produced, and <strong>in</strong> do<strong>in</strong>g so children are abused <strong>in</strong> the analogue, physical world.<br />
A digital world was created with the <strong>in</strong>troducti<strong>on</strong> of ICT. Although the digital and analogue doma<strong>in</strong>s<br />
<strong>in</strong>itially existed more or less al<strong>on</strong>gside <strong>on</strong>e another, that divisi<strong>on</strong> has, however, become less dist<strong>in</strong>ct<br />
over the course of time.<br />
Hands-<strong>on</strong>/hands-off & <strong>on</strong>l<strong>in</strong>e/offl<strong>in</strong>e<br />
From a legal perspective, offences c<strong>on</strong>cern<strong>in</strong>g child pornography <strong>in</strong>clude the producti<strong>on</strong>, offer<strong>in</strong>g,<br />
distributi<strong>on</strong>, open exhibiti<strong>on</strong>, <strong>in</strong>tenti<strong>on</strong>al view<strong>in</strong>g or possessi<strong>on</strong> of child abuse material. 97 From a psychological<br />
perspective, we are c<strong>on</strong>cerned with viewers (owners and distributors) and producers. 98 The<br />
difference between these groups lies <strong>in</strong> the ‘hands-<strong>on</strong>’ abuse by the producers and the ‘hands-off’ behaviour<br />
of the viewers, whereby we may regard viewers of child abuse material as c<strong>on</strong>tribut<strong>in</strong>g towards<br />
the c<strong>on</strong>t<strong>in</strong>uati<strong>on</strong> of physical sexual abuse of children due to their demand for abusive material <strong>in</strong>volv<strong>in</strong>g<br />
children, as they do <strong>in</strong>deed c<strong>on</strong>tribute towards the c<strong>on</strong>t<strong>in</strong>uati<strong>on</strong> of physical sexual abuse of children<br />
<strong>in</strong> demand<strong>in</strong>g such material. Furthermore, the knowledge that images exist and are viewed also forms<br />
a dimensi<strong>on</strong> of victimisati<strong>on</strong> (see §1.4.3). Table 1.1 and Table 1.2 show, <strong>in</strong> the form of a diagram with<br />
examples, how the terms <strong>on</strong>l<strong>in</strong>e, offl<strong>in</strong>e, hands-off and hands-<strong>on</strong> are each related to child pornography<br />
and sexual violence aga<strong>in</strong>st children. Table 1.1 shows that perpetrators of child pornography are currently<br />
mak<strong>in</strong>g full use of new technologies <strong>in</strong> order to view or produce material (see also §1.4.1.3) 99 and that<br />
various crim<strong>in</strong>al offences may be <strong>in</strong>terrelated. Different child pornography ‘source offences’ – phenomena<br />
and offences that may form the basis of the producti<strong>on</strong> of the material, such as child sex tourism,<br />
child prostituti<strong>on</strong>, abuse <strong>in</strong> domestic sett<strong>in</strong>gs and traffick<strong>in</strong>g <strong>in</strong> human be<strong>in</strong>gs – were also c<strong>on</strong>nected<br />
with child pornography <strong>in</strong> the past. However, ICT has created new phenomena and challenges due to<br />
the fact that, as Koops writes, this is where ‘sex, kids and crime <strong>in</strong> cyberspace’ c<strong>on</strong>verge. 100 Nowadays,<br />
for example, child abuse material can be produced or manipulated (<strong>in</strong> its entirety) by computers (virtual<br />
child abuse material). Youngsters also make sexual material themselves 101 and such material can also be<br />
