4 C<strong>on</strong>clusi<strong>on</strong>s and recommendati<strong>on</strong>s<br />
4.1 Core message<br />
The Introducti<strong>on</strong> c<strong>on</strong>cludes with the core message of the report. This is repeated here:<br />
<str<strong>on</strong>g>Child</str<strong>on</strong>g>ren are entitled to protecti<strong>on</strong> from all forms of sexual violence. The approach towards tackl<strong>in</strong>g child pornography<br />
must form part of an <strong>in</strong>tegrated approach towards tackl<strong>in</strong>g sexual violence aga<strong>in</strong>st children. C<strong>on</strong>necti<strong>on</strong>s,<br />
coord<strong>in</strong>ati<strong>on</strong> and m<strong>on</strong>itor<strong>in</strong>g form essential elements of that approach.<br />
The Dutch government has the task, and the express <strong>in</strong>tenti<strong>on</strong>, to do its part <strong>in</strong> protect<strong>in</strong>g children<br />
from sexual violence. This task arises from – am<strong>on</strong>g other legislati<strong>on</strong> – the aforementi<strong>on</strong>ed Lanzarote<br />
C<strong>on</strong>venti<strong>on</strong> <strong>on</strong> the protecti<strong>on</strong> of children aga<strong>in</strong>st sexual exploitati<strong>on</strong> and sexual abuse. Protecti<strong>on</strong> from<br />
child pornography also falls with<strong>in</strong> the scope of this protecti<strong>on</strong>. The extent of the issue means however<br />
that such protecti<strong>on</strong> cannot solely be provided by a repressive approach, <strong>in</strong> which <strong>on</strong>ly the police, Public<br />
Prosecuti<strong>on</strong> Service and the M<strong>in</strong>ister for Security and Justice bear resp<strong>on</strong>sibility. Preventi<strong>on</strong> of offenses,<br />
identificati<strong>on</strong> and registrati<strong>on</strong> of offenders and ex-perpetrators, after-care for offenders, provisi<strong>on</strong> of<br />
assistance to victims and collaborati<strong>on</strong>s with private parties also form essential elements of the process.<br />
The task of coord<strong>in</strong>at<strong>in</strong>g the implementati<strong>on</strong> of the Lanzarote C<strong>on</strong>venti<strong>on</strong> has been assigned to<br />
the M<strong>in</strong>istry of Security and Justice and the M<strong>in</strong>istry of Health, Welfare and Sport. It is clear that these<br />
M<strong>in</strong>istries have also developed the greatest number of <strong>in</strong>itiatives <strong>in</strong> order to protect children from sexual<br />
violence. As a phenomen<strong>on</strong>, child pornography cannot be regarded separately from sexual violence; it<br />
would therefore be illogical to artificially separate the two <strong>in</strong> terms of policy. The f<strong>in</strong>d<strong>in</strong>gs <strong>in</strong> the previous<br />
chapters show that such a separati<strong>on</strong> does <strong>in</strong> fact exist. This is regrettable, and results <strong>in</strong> situati<strong>on</strong>s where<br />
<strong>in</strong>terventi<strong>on</strong>s are rendered less effective. The programmes carried out by the coord<strong>in</strong>at<strong>in</strong>g m<strong>in</strong>istries<br />
need to be comb<strong>in</strong>ed, and these m<strong>in</strong>istries should jo<strong>in</strong>tly realise measures to combat sexual violence<br />
aga<strong>in</strong>st children, <strong>in</strong>clud<strong>in</strong>g child pornography. Partnerships with other governmental bodies, <strong>in</strong>stituti<strong>on</strong>s<br />
and professi<strong>on</strong>als <strong>in</strong>volved should also be sought. Knowledge of the complex phenomen<strong>on</strong>, as<br />
provided <strong>in</strong> the first chapter, is relevant when implement<strong>in</strong>g the strategy and collaborati<strong>on</strong>.<br />
On the basis of the above, it would seem logical to arrive at an <strong>in</strong>tegrated policy for the protecti<strong>on</strong> of<br />
children from sexual violence. Strictly speak<strong>in</strong>g, this falls outside the scope of the report<strong>in</strong>g task with<br />
regard to child pornography. A c<strong>on</strong>siderati<strong>on</strong> of measures to combat child pornography outside the<br />
framework of the measures for tackl<strong>in</strong>g sexual violence would do no justice to the report<strong>in</strong>g task. The obvious<br />
importance of c<strong>on</strong>necti<strong>on</strong>s between the implementati<strong>on</strong> processes and the many actors <strong>in</strong>volved<br />
c<strong>on</strong>stitute sufficient reas<strong>on</strong> to recommend the government to implement an <strong>in</strong>tegrated programme of<br />
measures, coord<strong>in</strong>ated by the resp<strong>on</strong>sible m<strong>in</strong>istries. Independent m<strong>on</strong>itor<strong>in</strong>g would also form part of<br />
that process. In order to ensure c<strong>on</strong>t<strong>in</strong>uity, all of this should be enshr<strong>in</strong>ed <strong>in</strong> law.
