co-operati<strong>on</strong> between the various co-operat<strong>in</strong>g authorities. 122 The plan of acti<strong>on</strong> stated that co-operat<strong>in</strong>g<br />

organisati<strong>on</strong>s should not work c<strong>on</strong>secutively to <strong>on</strong>e another, but rather <strong>in</strong> co-operati<strong>on</strong> with <strong>on</strong>e another.<br />

In this plan, municipalities were assigned a key role. As directors of the local policies for young people,<br />

they are capable of determ<strong>in</strong><strong>in</strong>g how <strong>in</strong>creased preventi<strong>on</strong>, the strengthen<strong>in</strong>g of the powers of families<br />

and the co-operati<strong>on</strong> between professi<strong>on</strong>als can actually be achieved. 123 By 2011, all municipalities must<br />

have a Youth and Family Centre (Centrum voor Jeugd en Gez<strong>in</strong> [CJD]). The municipalities are work<strong>in</strong>g <strong>on</strong><br />

realis<strong>in</strong>g this goal. The Youth and Family Centres fulfil a key role <strong>in</strong> improv<strong>in</strong>g support to young people<br />

and families. 124 The formati<strong>on</strong> of the Youth and Family Centres encourages co-operati<strong>on</strong> between the<br />

co-operat<strong>in</strong>g organisati<strong>on</strong>s that are act<strong>in</strong>g <strong>on</strong> behalf of young people.<br />

An <strong>in</strong>itiative that l<strong>in</strong>ks <strong>in</strong> with this was the <strong>in</strong>troducti<strong>on</strong> of a seamless regi<strong>on</strong>al plan to combat child<br />

abuse, the Regi<strong>on</strong>al Plan to Tackle <str<strong>on</strong>g>Child</str<strong>on</strong>g> Abuse. 125 The Regi<strong>on</strong>al Plan to Tackle <str<strong>on</strong>g>Child</str<strong>on</strong>g> Abuse primarily<br />

<strong>in</strong>volves local policy, as the name suggests. The M<strong>in</strong>istry of Health, Welfare and Sport is the driv<strong>in</strong>g force<br />

beh<strong>in</strong>d this plan, and the municipalities fulfil a key role. The regi<strong>on</strong>al plan is primarily ‘analogue’ <strong>in</strong><br />

nature. This approach is based <strong>on</strong> the <strong>in</strong>itiative of the Reflecti<strong>on</strong> and Acti<strong>on</strong> Group aga<strong>in</strong>st <str<strong>on</strong>g>Child</str<strong>on</strong>g> Abuse<br />

[Reflectie- en Actiegroep Aanpak K<strong>in</strong>dermishandel<strong>in</strong>g (RAAK)]. The RAAK-approach is directed towards co-operati<strong>on</strong><br />

between professi<strong>on</strong>als <strong>in</strong> thirty five central municipalities. 126 The <strong>in</strong>tenti<strong>on</strong> is that the measures<br />

embedded <strong>in</strong> this approach will encourage the authorities <strong>in</strong>volved, such as municipalities, the Youth<br />

Care Agency, Municipal Health Services and schools to work together more effectively.<br />

educati<strong>on</strong>. The acti<strong>on</strong> group was established <strong>in</strong> January 2000 by Prof. van Dantzig, am<strong>on</strong>gst others.<br />

This is the group that, <strong>in</strong> 2002, took the <strong>in</strong>itiative to tackle child pornography through more effective<br />

and efficient deployment of exist<strong>in</strong>g <strong>in</strong>stituti<strong>on</strong>s. The text orig<strong>in</strong>ates from ‘History of RAAK 2000-2010’,<br />

the directors of 35 central municipalities, the prov<strong>in</strong>ces and the large town regi<strong>on</strong>s signed the Declarati<strong>on</strong><br />

of Acti<strong>on</strong> for the Plan to Tackle <str<strong>on</strong>g>Child</str<strong>on</strong>g> Abuse, together with the M<strong>in</strong>ister for Youth and Families. Directors<br />

of the central municipalities formulated the agreement that they would make arrangements regard<strong>in</strong>g a<br />

regi<strong>on</strong>al and comb<strong>in</strong>ed c<strong>on</strong>clusive plan to tackle child abuse. These arrangements were formulated with<br />

municipalities <strong>in</strong> their regi<strong>on</strong>, regi<strong>on</strong>al partners and their prov<strong>in</strong>ce(s) and metropolitan regi<strong>on</strong>s.
