An <strong>in</strong>tegrated approach puts the child first<br />

The task of combat<strong>in</strong>g child pornography should not exist <strong>in</strong> isolati<strong>on</strong>, but should be part of a broad,<br />

c<strong>on</strong>sistent programme of measures aimed at combat<strong>in</strong>g sexual violence aga<strong>in</strong>st children. What exactly<br />

does that entail? An <strong>in</strong>tegrated approach not <strong>on</strong>ly focuses up<strong>on</strong> detect<strong>in</strong>g perpetrators, but above all,<br />

it puts the child first. In view of the exp<strong>on</strong>ential growth of abusive material <strong>on</strong> the Internet, repressive<br />

measures al<strong>on</strong>e are not capable of provid<strong>in</strong>g sufficient protecti<strong>on</strong> for children. If the approach is to be<br />

effective, it must also <strong>in</strong>clude measures aimed at the preventi<strong>on</strong> and identificati<strong>on</strong> of victims and perpetrators<br />

alike – as prevent<strong>in</strong>g some<strong>on</strong>e from becom<strong>in</strong>g a perpetrator (<strong>on</strong>ce aga<strong>in</strong>) also means prevent<strong>in</strong>g<br />

children from be<strong>in</strong>g (further) abused.<br />

With<strong>in</strong> this approach, attenti<strong>on</strong> must be devoted to the Internet and other forms of technology as a<br />

matter of course. This means, for example, that <strong>in</strong> cases of sexual abuse, checks should be carried out to<br />

ascerta<strong>in</strong> whether images of the abuse were also produced. This does not currently take place as a matter<br />

of course. In additi<strong>on</strong>, the identificati<strong>on</strong> of victims is someth<strong>in</strong>g that not <strong>on</strong>ly needs to take place <strong>in</strong><br />

the real world, but it should also be a case of listen<strong>in</strong>g to what children are say<strong>in</strong>g <strong>on</strong>l<strong>in</strong>e. The assistance<br />

that is provided to victims needs to be tailored to the world <strong>in</strong> which we currently live, and an answer<br />

needs to be found that addresses the possible digital aspects <strong>in</strong>volved <strong>in</strong> be<strong>in</strong>g a victim. It is clear that<br />

an <strong>in</strong>tegrated approach requires the <strong>in</strong>volvement of many parties, each with expertise <strong>in</strong> its own field.<br />

Effective coord<strong>in</strong>ati<strong>on</strong> is therefore also required.<br />

Recent developments<br />

In October 2011, I presented my f<strong>in</strong>d<strong>in</strong>gs and recommendati<strong>on</strong>s to the M<strong>in</strong>ister of Security and Justice<br />

and the State Secretary for Health, Welfare and Sport, after which the report was discussed <strong>in</strong> Parliament.<br />

Partly as a result of my f<strong>in</strong>d<strong>in</strong>gs, various positive developments have s<strong>in</strong>ce been set <strong>in</strong> moti<strong>on</strong>, as matters<br />

of priority. It is my pleasure to s<strong>in</strong>gle out the most important of these developments here.<br />

By far the most important measure is the tak<strong>in</strong>g up of my recommendati<strong>on</strong> to develop an <strong>in</strong>tegrated programme<br />

of measures to tackle child pornography. The M<strong>in</strong>istry of Security and Justice and the M<strong>in</strong>istry of<br />

Health, Welfare and Sport are assum<strong>in</strong>g jo<strong>in</strong>t resp<strong>on</strong>sibility for this. By do<strong>in</strong>g so, they are dem<strong>on</strong>strat<strong>in</strong>g<br />

their commitment to the obligati<strong>on</strong>s aris<strong>in</strong>g from the C<strong>on</strong>venti<strong>on</strong> <strong>on</strong> the Rights of the <str<strong>on</strong>g>Child</str<strong>on</strong>g> and its<br />

Opti<strong>on</strong>al Protocol, and the Lanzarote C<strong>on</strong>venti<strong>on</strong>. A <str<strong>on</strong>g>Child</str<strong>on</strong>g> Abuse and Sexual Abuse Task Force, which is<br />

yet to be established, will coord<strong>in</strong>ate the implementati<strong>on</strong> of the policy.<br />

The most significant changes have taken place with respect to the understand<strong>in</strong>g of this issue am<strong>on</strong>g<br />

those resp<strong>on</strong>sible for provid<strong>in</strong>g assistance to victims, with the <strong>in</strong>creas<strong>in</strong>g realisati<strong>on</strong> that cyberspace<br />

is a relatively new arena <strong>in</strong> which sexual abuse is tak<strong>in</strong>g place, and <strong>on</strong>e that adds a new dimensi<strong>on</strong> to<br />

victimhood. Moreover, the understand<strong>in</strong>g that the Internet presents an opportunity to combat sexual<br />

violence is also grow<strong>in</strong>g. In February 2012, an <strong>on</strong>l<strong>in</strong>e report<strong>in</strong>g butt<strong>on</strong> was launched, where children<br />

can f<strong>in</strong>d help and advice <strong>in</strong> the event of negative experiences <strong>on</strong> the Internet. Efforts have not <strong>on</strong>ly been<br />

made <strong>in</strong> terms of identify<strong>in</strong>g (potential) victims, but also <strong>in</strong> terms of identify<strong>in</strong>g potential perpetrators.<br />

In this way, the offender-oriented ‘Stop it Now!’ programme, which was launched <strong>in</strong> April 2012, will help<br />

prevent children from be<strong>in</strong>g subjected to sexual violence.<br />

As far as detect<strong>in</strong>g perpetrators is c<strong>on</strong>cerned, the capacity that has been deployed to combat child pornography<br />

has <strong>in</strong>creased substantially. The Programme of Improvements <strong>in</strong> Tackl<strong>in</strong>g <str<strong>on</strong>g>Child</str<strong>on</strong>g> <str<strong>on</strong>g>Pornography</str<strong>on</strong>g><br />

that had already been set <strong>in</strong> moti<strong>on</strong> has enabled a more effectively <strong>in</strong>tegrated work<strong>in</strong>g method to be
