ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g public order and ensur<strong>in</strong>g safety, the mayor is able to take measures. An example of a<br />
measure that can be taken with<strong>in</strong> this framework <strong>in</strong>volves accommodat<strong>in</strong>g the offender elsewhere<br />
with<strong>in</strong> the municipality <strong>in</strong> order to prevent the victim from be<strong>in</strong>g c<strong>on</strong>fr<strong>on</strong>ted with the offender. The<br />
Pilot plus is be<strong>in</strong>g evaluated <strong>in</strong> the sec<strong>on</strong>d half of 2011, and if the outcome is positive, the provisi<strong>on</strong><br />
of <strong>in</strong>formati<strong>on</strong> to municipalities will be implemented <strong>on</strong> a nati<strong>on</strong>al scale <strong>in</strong> 2012. 655<br />
3.6.4 Youth offenders<br />
It is not <strong>on</strong>ly adults who are guilty of child pornography offences; an average of 8% of the suspects and 5%<br />
of the c<strong>on</strong>victed perpetrators are m<strong>in</strong>ors. 656 As already described <strong>in</strong> §1.4.2, child pornography offences<br />
committed by m<strong>in</strong>ors may <strong>in</strong>volve the producti<strong>on</strong>, distributi<strong>on</strong> and possessi<strong>on</strong> of material <strong>in</strong>volv<strong>in</strong>g<br />
children, obta<strong>in</strong>ed by sext<strong>in</strong>g for example, and <strong>in</strong> additi<strong>on</strong> to this, they may also be <strong>in</strong>volved <strong>in</strong> hands-<strong>on</strong><br />
sexual abuse, also towards younger children. In the same way as adult offenders, the group of offenders<br />
of sexual abuse towards children is not heterogeneous, and the likelihood of re-offend<strong>in</strong>g varies. 657 The<br />
form and extent of after-care and supervisi<strong>on</strong> of young offenders of sexual violence aga<strong>in</strong>st children must<br />
naturally be brought <strong>in</strong>to l<strong>in</strong>e with this. The current sub-secti<strong>on</strong> does not c<strong>on</strong>ta<strong>in</strong> an exhaustive descripti<strong>on</strong><br />
of after-care and supervisi<strong>on</strong> measures for offenders who are m<strong>in</strong>ors and young adults. However,<br />
it does briefly describe two aspects with regard to young offenders, namely the treatment of young sex<br />
offenders, and the youth probati<strong>on</strong> and after-care services.<br />
Residential specialist treatment of young sex offenders<br />
The sexual behaviour of some young sex offenders is extremely <strong>in</strong>appropriate, whereby it is often the<br />
case that serious underly<strong>in</strong>g psychopathology is <strong>in</strong>volved. In order to limit re-offend<strong>in</strong>g as much as<br />
possible with<strong>in</strong> this group, (residential) treatment that is designed specifically to meet the needs of the<br />
offender is necessary <strong>in</strong> many cases. S<strong>in</strong>ce the end of the 1980s, Avenier 658 has focused <strong>on</strong> develop<strong>in</strong>g<br />
treatment for youth sex offenders. The target group <strong>on</strong> which Avenier focuses is boys aged twelve and<br />
over who have committed <strong>on</strong>e or more sexual offences (hands-<strong>on</strong> or hands-off ) and are subject to an<br />
<strong>in</strong>creased or a (very) <strong>in</strong>creased risk of re-offend<strong>in</strong>g. 659 In general, these young people are characterised<br />
by a negative self image, <strong>in</strong>adequate skills and depressive symptoms. In additi<strong>on</strong> to this, they are often<br />
victims of bully<strong>in</strong>g and have sometimes even been abused themselves. Although these young sex<br />
offenders have committed serious sexual offences, <strong>on</strong> the basis of the above characteristics, they are<br />
often c<strong>on</strong>sidered to be ‘pathetic’ children, mean<strong>in</strong>g that the risks that they pose to their surround<strong>in</strong>gs<br />
are underestimated. Although <strong>in</strong> the eyes of their family and friends, treatment with<strong>in</strong> a secure sett<strong>in</strong>g<br />
that is focused <strong>on</strong> the sexual behaviour that is extremely <strong>in</strong>appropriate will sometimes seems too<br />
severe an <strong>in</strong>terventi<strong>on</strong>, Avenier believes that the underly<strong>in</strong>g psychopathology is serious, and that early<br />
