The vice detective who developed the idea of the duty to ascerta<strong>in</strong> w<strong>on</strong> the Police Innovati<strong>on</strong> Prize<br />

for this idea. From a study trip that this detective made to the US – where a similar versi<strong>on</strong> of the<br />

duty to ascerta<strong>in</strong> exists – it emerged that, <strong>in</strong> practice, the government appears to encounter great<br />

difficulties <strong>in</strong> enforc<strong>in</strong>g this measure. A shift from commercially-produced adult pornography to<br />

amateur pornography is currently underway, whereby the amateur models cannot be traced. Back<br />

<strong>in</strong> the Netherlands, the detective organised a meet<strong>in</strong>g with certa<strong>in</strong> representatives from the Dutch<br />

adult <strong>in</strong>dustry. It emerged that a number of exist<strong>in</strong>g bus<strong>in</strong>esses already carry out checks <strong>on</strong> the age<br />

of models. It also emerged that the professi<strong>on</strong>al pornography <strong>in</strong>dustry <strong>in</strong> the Netherlands – just<br />

like the same <strong>in</strong>dustry <strong>in</strong> the US – is faced with competiti<strong>on</strong> from amateurs and from professi<strong>on</strong>al<br />

producers from Eastern European countries. 847 If the enforcement of legislati<strong>on</strong> – <strong>in</strong> this case the<br />

duty to ascerta<strong>in</strong> – by the government <strong>on</strong>ly appears to be symbolic, then the self-regulati<strong>on</strong> of the<br />

Dutch adult <strong>in</strong>dustry by means of a trade organisati<strong>on</strong>, for example, is possibly a step <strong>in</strong> the right<br />

directi<strong>on</strong> towards combat<strong>in</strong>g adolescent and post-adolescent child pornography. Certa<strong>in</strong> trade<br />

organisati<strong>on</strong>s of the adult <strong>in</strong>dustry exist <strong>in</strong> the US 848 , <strong>on</strong>e of which is specifically directed not <strong>on</strong>ly<br />

towards combat<strong>in</strong>g adolescent and post-adolescent child pornography, but also towards remov<strong>in</strong>g<br />

all forms of child pornography from the <strong>on</strong>l<strong>in</strong>e adult <strong>in</strong>dustry. This Associati<strong>on</strong> of Sites Advocat<strong>in</strong>g<br />

<str<strong>on</strong>g>Child</str<strong>on</strong>g> Protecti<strong>on</strong> (ASACP) ma<strong>in</strong>ta<strong>in</strong>s a hotl<strong>in</strong>e, works together with the American <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> Center for<br />

Miss<strong>in</strong>g and Exploited <str<strong>on</strong>g>Child</str<strong>on</strong>g>ren, and br<strong>in</strong>gs together efforts from the branch regard<strong>in</strong>g this topic by<br />

shar<strong>in</strong>g best practices and sett<strong>in</strong>g requirements for the ASACP membership. 849 In the meantime,<br />

the ASACP has also expanded its work<strong>in</strong>g activities to Europe. 850<br />

3.8.3.2 Intermediate-level social organisati<strong>on</strong>s<br />

In this secti<strong>on</strong>, the term ‘<strong>in</strong>termediate-level social organisati<strong>on</strong>s’ refers to NGOs and the <strong>on</strong>l<strong>in</strong>e community.<br />

Intermediate-level social organisati<strong>on</strong>s can also c<strong>on</strong>tribute to public-private sector partnerships <strong>in</strong><br />

the area of child pornography, primarily <strong>in</strong> the fields of identificati<strong>on</strong> and <strong>in</strong>formati<strong>on</strong>. In c<strong>on</strong>trast with<br />

NGOs, the <strong>on</strong>l<strong>in</strong>e community is not yet <strong>in</strong>volved <strong>in</strong> public-private sector partnerships, although active<br />

<strong>in</strong>volvement of the <strong>on</strong>l<strong>in</strong>e community would be able to provide opportunities.<br />

NGOs<br />

On both <strong>in</strong>ternati<strong>on</strong>al and nati<strong>on</strong>al levels, various NGOs are focused <strong>on</strong> the preventi<strong>on</strong> and detecti<strong>on</strong> of<br />

child pornography. In this way, NGOs provide the <strong>on</strong>l<strong>in</strong>e community (children and parents) with <strong>in</strong>formati<strong>on</strong><br />

about the use of the Internet. These NGOs and the projects that they carry out are described <strong>in</strong><br />

§3.2. In additi<strong>on</strong> to <strong>in</strong>vestigative authorities, NGOs run hotl<strong>in</strong>es, such as the Hotl<strong>in</strong>e Combat<strong>in</strong>g <str<strong>on</strong>g>Child</str<strong>on</strong>g><br />

<str<strong>on</strong>g>Pornography</str<strong>on</strong>g> <strong>on</strong> the Internet. Reports of child abuse materialthat arise from this m<strong>on</strong>itor<strong>in</strong>g role are<br />

then passed <strong>on</strong> to the police (see §3.3.3). It further emerges from these partnerships – for example EFC<br />

and MACSAC – that NGOs fulfil a role as expertise centres about the nature of child abuse material <strong>on</strong><br />
