that are part of the forces at play, “a natural tensi<strong>on</strong> [exists] between the normative and operati<strong>on</strong>al approach<br />

to tackl<strong>in</strong>g child pornography <strong>on</strong> the Internet.” 771 This tensi<strong>on</strong> seems to be able to be expla<strong>in</strong>ed<br />

by the fact that the public-private partnership c<strong>on</strong>cerns aspects of Internet governance. Although there<br />

is c<strong>on</strong>sensus between the forces at play that sexual violence aga<strong>in</strong>st children needs to be tackled, there<br />

does not seem to be any agreement as to how this comm<strong>on</strong> objective should be achieved. It is clear that<br />

all relevant parties assume a role and need <strong>on</strong>e another <strong>in</strong> order to arrive at an effective programme of<br />

measures. Anderss<strong>on</strong> Elffers Felix writes, “The public-private sector partnership model is also aimed at<br />

comb<strong>in</strong><strong>in</strong>g the normative and operati<strong>on</strong>al <strong>in</strong>terests with <strong>on</strong>e another and thereby optimis<strong>in</strong>g the opportunities<br />

for collaborati<strong>on</strong>.” 772<br />

The partnership model proposed by the c<strong>on</strong>sultancy firm that would enable these parties to come together<br />

became the ‘Work<strong>in</strong>g Group <strong>on</strong> Block<strong>in</strong>g <str<strong>on</strong>g>Child</str<strong>on</strong>g> <str<strong>on</strong>g>Pornography</str<strong>on</strong>g>’ of the Internet Safety Platform,<br />

adm<strong>in</strong>istered by ECP-EPN. 773 In this work<strong>in</strong>g group, <strong>on</strong>ly those parties that were able to play a possible<br />

role <strong>in</strong> the block<strong>in</strong>g of child abuse material came together, such as the police, Internet Service Providers<br />

(ISPs) and the Hotl<strong>in</strong>e Combat<strong>in</strong>g <str<strong>on</strong>g>Child</str<strong>on</strong>g> <str<strong>on</strong>g>Pornography</str<strong>on</strong>g> <strong>on</strong> the Internet. Scientists, politicians and digital<br />

civil rights movements that were not represented <strong>in</strong> the Platform were very critical about the block<strong>in</strong>g of<br />

websites featur<strong>in</strong>g child pornography. 774 In the end, it did appear that there was no l<strong>on</strong>ger any reas<strong>on</strong> to<br />

block websites. The number of websites to be blocked had decreased by such an amount that there were<br />

no l<strong>on</strong>ger any sites – or hardly any sites – to be blocked. 775 In fact, the public-private partnership can be<br />

hailed as a success <strong>in</strong> this case: despite the ‘natural tensi<strong>on</strong>’, the <strong>in</strong>volved parties actively c<strong>on</strong>tributed,<br />

result<strong>in</strong>g <strong>in</strong> the jo<strong>in</strong>t c<strong>on</strong>clusi<strong>on</strong> that there were <strong>in</strong>sufficient grounds to enforce the block<strong>in</strong>g of websites<br />

featur<strong>in</strong>g child abuse material.<br />

of the Public Prosecuti<strong>on</strong> Service’s efforts <strong>in</strong> handl<strong>in</strong>g child pornography files. In this way, the police and private partners<br />

carry out their work <strong>in</strong> a social c<strong>on</strong>text, that they partly <strong>in</strong>fluence themselves. The tensi<strong>on</strong> between the normative and the<br />

operati<strong>on</strong>al approach therefore results from the fact that these two doma<strong>in</strong>s are not completely separated. The resp<strong>on</strong>sibility<br />

for combat<strong>in</strong>g child pornography <strong>on</strong> the Internet floats around between the different forces at play. […] The way <strong>in</strong><br />

which the forces are distributed means that there will always be multiple parties that require <strong>on</strong>e another <strong>in</strong> order to arrive<br />

at an effective programme of measures. The new partnership model therefore also aims to comb<strong>in</strong>e the normative and<br />

operati<strong>on</strong>al <strong>in</strong>terest, thereby optimis<strong>in</strong>g the opportunities for collaborati<strong>on</strong>,” Anderss<strong>on</strong> Elffers Felix, 2009, pp.14-15.<br />
