The M<strong>in</strong>istry of Security and Justice, the Public Prosecuti<strong>on</strong> Service and the police have developed a clear<br />
focus with regard to the judicial approach to tackl<strong>in</strong>g child pornography. In summary, this focus c<strong>on</strong>sists<br />
of a victim-oriented approach, which tackles hands-<strong>on</strong> producers of child abuse material <strong>in</strong> additi<strong>on</strong> to<br />
remov<strong>in</strong>g victims from their situati<strong>on</strong> of victimisati<strong>on</strong>. With<strong>in</strong> the scope of this judicial focus, publicprivate<br />
sector partnerships are stated as an important prerequisite for tackl<strong>in</strong>g child abuse material <strong>on</strong><br />
the Internet, but the directi<strong>on</strong> that public-private sector partnerships could take <strong>in</strong> order to c<strong>on</strong>tribute<br />
towards putt<strong>in</strong>g a stop to child pornography has not been further developed. 867<br />
In c<strong>on</strong>necti<strong>on</strong> with the judicial focus <strong>on</strong> child pornography, a possible focus <strong>on</strong> public-private sector<br />
partnerships and associated strategies can be derived from the literature and the <strong>in</strong>terventi<strong>on</strong>s described<br />
<strong>in</strong> §3.8.3. This focus <strong>on</strong> public-private sector partnerships could be directed at the accessibility of child<br />
abuse material, identify<strong>in</strong>g offenders and victims, and generat<strong>in</strong>g knowledge and resources to combat<br />
child pornography. Related strategies for achiev<strong>in</strong>g this focus <strong>in</strong>clude mak<strong>in</strong>g the private sector and<br />
NGOs resp<strong>on</strong>sible for ‘sweep<strong>in</strong>g clean’ the Internet envir<strong>on</strong>ments, allow<strong>in</strong>g the Internet community<br />
to participate <strong>in</strong> detecti<strong>on</strong>, encourag<strong>in</strong>g citizens to take resp<strong>on</strong>sibility for the use of technology, and<br />
encourag<strong>in</strong>g companies to operate <strong>in</strong> a socially resp<strong>on</strong>sible fashi<strong>on</strong> whenever they offer digital services<br />
and products. A clear focus, with associated strategies, can also provide directi<strong>on</strong> to the (further) development<br />
of a barrier model for child pornography.<br />
Barrier model for child pornography<br />
In 2009, the M<strong>in</strong>ister for Justice established a Task Force to tackle child pornography and child<br />
sex tourism <strong>in</strong> order to combat child sex tourism and the producti<strong>on</strong>, distributi<strong>on</strong> and download<strong>in</strong>g<br />
of material c<strong>on</strong>stitut<strong>in</strong>g child pornography. 868 One of the Task Force’s ma<strong>in</strong> tasks is to<br />
support the programme-based approach by means of a barrier model. A barrier model is an<br />
<strong>in</strong>strument used to promote an <strong>in</strong>tegrated and multi-discipl<strong>in</strong>ary partnership for the tackl<strong>in</strong>g of<br />
child pornography, by explor<strong>in</strong>g, am<strong>on</strong>gst other th<strong>in</strong>gs, whether other parties that are not currently<br />
<strong>in</strong>volved would be able to play a role. The <strong>in</strong>tegrated identificati<strong>on</strong> of possible <strong>in</strong>terventi<strong>on</strong>s<br />
for the combat<strong>in</strong>g of child pornography is key. After the barrier model had been <strong>in</strong>itially set<br />
<strong>in</strong> moti<strong>on</strong> by the M<strong>in</strong>istry of the Interior and K<strong>in</strong>gdom Relati<strong>on</strong>s at the time, the resp<strong>on</strong>sibility<br />
for the further development of this model was taken over by the Programme of Improvements<br />
<strong>in</strong> Tackl<strong>in</strong>g <str<strong>on</strong>g>Child</str<strong>on</strong>g> <str<strong>on</strong>g>Pornography</str<strong>on</strong>g> [Programma Verbeteren Aanpak K<strong>in</strong>derporno]. The Programme of Improvements<br />
<strong>in</strong> Tackl<strong>in</strong>g <str<strong>on</strong>g>Child</str<strong>on</strong>g> <str<strong>on</strong>g>Pornography</str<strong>on</strong>g> expects the barrier model to make a c<strong>on</strong>tributi<strong>on</strong> <strong>in</strong><br />
tackl<strong>in</strong>g the problem head-<strong>on</strong>, by promot<strong>in</strong>g collaborative acti<strong>on</strong>s, implemented together with<br />
partner organisati<strong>on</strong>s, and thereby prevent<strong>in</strong>g possible child pornography. In additi<strong>on</strong> to this, it<br />
is assumed that the model will <strong>in</strong>fluence the work<strong>in</strong>g process and methods of completi<strong>on</strong> of the<br />
