The phenomen<strong>on</strong> of child pornography<br />

1.4.1.3 Functi<strong>on</strong>s of child abuse material for perpetrators<br />

As far as perpetrators are c<strong>on</strong>cerned, the producti<strong>on</strong>, distributi<strong>on</strong> and possessi<strong>on</strong> of child abuse material<br />

can perform various functi<strong>on</strong>s. It may <strong>in</strong>volve the producti<strong>on</strong> and/or possessi<strong>on</strong> for the <strong>in</strong>dividual<br />

him/herself, or mak<strong>in</strong>g c<strong>on</strong>tact with other perpetrators, or with victims. This illustrates that material<br />

can also serve as a means or as a goal with<strong>in</strong> the c<strong>on</strong>text of other offences such as coerci<strong>on</strong>, groom<strong>in</strong>g<br />

and traffick<strong>in</strong>g <strong>in</strong> human be<strong>in</strong>gs.<br />

Individual perpetrators<br />

The view<strong>in</strong>g of abusive films or images may serve to elicit sexual arousal and provide gratificati<strong>on</strong>. 227<br />

Another functi<strong>on</strong> for the <strong>in</strong>dividual user of child pornography is that view<strong>in</strong>g material may provide<br />

some justificati<strong>on</strong> or serve as a neutralisati<strong>on</strong> technique with regard to an <strong>in</strong>dividual’s own sexual<br />

preference for children. 228 If the children who are depicted are not cry<strong>in</strong>g or otherwise show<strong>in</strong>g a<br />

negative emoti<strong>on</strong>, it may create the impressi<strong>on</strong> that the children are <strong>in</strong>volved <strong>in</strong> the sexual c<strong>on</strong>duct<br />

‘voluntarily’ and/or are experienc<strong>in</strong>g pleasure from it, but also that the <strong>in</strong>dividual’s behaviour is<br />

normal, <strong>in</strong> view of the fact that many other <strong>in</strong>dividuals are also <strong>in</strong>volved <strong>in</strong> child abuse material.<br />

The producti<strong>on</strong> of material may also serve as a ‘souvenir’ of sexual abuse of children <strong>in</strong> the past. 229<br />

In additi<strong>on</strong>, the collecti<strong>on</strong> and organisati<strong>on</strong> of images <strong>in</strong>to collecti<strong>on</strong>s and f<strong>in</strong>d<strong>in</strong>g miss<strong>in</strong>g images<br />

with<strong>in</strong> a series may serve an important functi<strong>on</strong> with<strong>in</strong> the lives of perpetrators. 230 The time that an<br />

<strong>in</strong>dividual devotes to collect<strong>in</strong>g child abuse material <strong>in</strong> the virtual world can also provide a means<br />

of escap<strong>in</strong>g from unfulfill<strong>in</strong>g relati<strong>on</strong>ships <strong>in</strong> the analogue world. 231 <str<strong>on</strong>g>Child</str<strong>on</strong>g> abuse material can even<br />

have a therapeutic effect, <strong>in</strong> that the collecti<strong>on</strong> of material can serve as a release for emoti<strong>on</strong>s such<br />

as anger, or as a means for <strong>in</strong>dividuals with a sexual preference for children to discover their sexual<br />

identity. 232<br />

Perpetrators <strong>in</strong> c<strong>on</strong>tact with <strong>on</strong>e another<br />

<str<strong>on</strong>g>Child</str<strong>on</strong>g> abuse material is also used as a means of communicati<strong>on</strong>, profit, exchange or access between<br />

perpetrators. 233 For example, the distributi<strong>on</strong> and display of material to others give rise to mutual trust<br />

and as far as perpetrators are c<strong>on</strong>cerned this dem<strong>on</strong>strates to <strong>on</strong>e another that they share the same<br />

<strong>in</strong>terest. In this way, child abuse material facilitates social relati<strong>on</strong>ships between perpetrators. 234 The<br />

material may also provide access to perpetrator networks and provides a means of receiv<strong>in</strong>g new images<br />

or f<strong>in</strong>ancial payment. 235<br />
