The government agenda<br />

M<strong>in</strong>ister stated that he would c<strong>on</strong>t<strong>in</strong>ue to devote attenti<strong>on</strong> to efforts to combat the sexual abuse of children,<br />

together with the State Secretary of the M<strong>in</strong>istry of Health, Welfare and Sport. 40 The NAPS ended<br />

<strong>in</strong> December 2002, without an evaluati<strong>on</strong> hav<strong>in</strong>g taken place. The framework for cooperati<strong>on</strong> that was<br />

created through the NAPS was no l<strong>on</strong>ger ma<strong>in</strong>ta<strong>in</strong>ed after 2002. 41<br />

Jo<strong>in</strong>t Provisi<strong>on</strong>s to Tackle <str<strong>on</strong>g>Child</str<strong>on</strong>g> <str<strong>on</strong>g>Pornography</str<strong>on</strong>g><br />

The Policy Plan of the Dutch Police Force (1999-2002) emphasised the need to improve the quality of<br />

the work carried out by the police, <strong>in</strong>clud<strong>in</strong>g tackl<strong>in</strong>g child pornography and child prostituti<strong>on</strong> <strong>in</strong> a<br />

more targeted manner. This led to a nati<strong>on</strong>al <strong>in</strong>itiative, the Jo<strong>in</strong>t Provisi<strong>on</strong>s to Tackle <str<strong>on</strong>g>Child</str<strong>on</strong>g> <str<strong>on</strong>g>Pornography</str<strong>on</strong>g><br />

(GVAK, 1999-2001), <strong>in</strong>tended to support the regi<strong>on</strong>al police forces and the district court public prosecutor’s<br />

offices. 42 The GVAK formed <strong>on</strong>e of the first structural <strong>in</strong>itiatives. This project ensured that the issue<br />

of tackl<strong>in</strong>g child pornography was <strong>in</strong>cluded <strong>on</strong> the police agenda, and fulfilled a driv<strong>in</strong>g functi<strong>on</strong>, for<br />

example by gett<strong>in</strong>g supraregi<strong>on</strong>al police forces off the ground. 43 A digital archive became operati<strong>on</strong>al,<br />

perpetrators could be l<strong>in</strong>ked to victims via a computer system, a nati<strong>on</strong>al c<strong>on</strong>sultati<strong>on</strong> was c<strong>on</strong>vened,<br />

professi<strong>on</strong>al development was arranged <strong>in</strong> the form of courses, and measures were put <strong>in</strong> place to <strong>in</strong>crease<br />

the level of expert knowledge am<strong>on</strong>gst sex offence detectives. 44 The programme also provided<br />

for the establishment of a child pornography coord<strong>in</strong>ati<strong>on</strong> centre. One of the aims of this centre was<br />

to develop techniques for the detecti<strong>on</strong> of child abuse material <strong>on</strong> the Internet. 45 The activities of the<br />

GVAK that ceased after July 2001 had, <strong>in</strong> part, become a comp<strong>on</strong>ent of the police forces and the <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g><br />

Registrati<strong>on</strong> Institute service. 46<br />

Yokohama<br />

In December 2001, the sec<strong>on</strong>d World C<strong>on</strong>gress aga<strong>in</strong>st Commercial Sexual Exploitati<strong>on</strong> of <str<strong>on</strong>g>Child</str<strong>on</strong>g>ren took<br />

place <strong>in</strong> Yokohama. Dur<strong>in</strong>g this c<strong>on</strong>gress, it became clear that despite the efforts made over the preced<strong>in</strong>g<br />

five years, the number of children who had become victims of commercial sexual abuse over the<br />

world had <strong>in</strong>creased. 47 In a similar manner to the c<strong>on</strong>cerns stated <strong>in</strong> the <strong>in</strong>vestigati<strong>on</strong> report ‘<str<strong>on</strong>g>Child</str<strong>on</strong>g><br />

pornography <strong>on</strong> the Internet <strong>in</strong> the Netherlands’ 48 , worries were expressed with regard to the <strong>in</strong>creas<strong>in</strong>g<br />

extent of child abuse material <strong>on</strong> the Internet. 49<br />
