<strong>in</strong>dividuals who possess child abuse material to <strong>in</strong>dividuals who produce such material, had <strong>on</strong>ce aga<strong>in</strong><br />
failed to be achieved. Achiev<strong>in</strong>g this shift <strong>in</strong> focus was still present<strong>in</strong>g difficulties <strong>in</strong> many regi<strong>on</strong>s. In<br />
regi<strong>on</strong>s that placed a focus <strong>on</strong> the producti<strong>on</strong> of material, the focus of <strong>in</strong>vestigati<strong>on</strong>s shifted to abuse.<br />
In other regi<strong>on</strong>s, this was not the case, partly as a result of a lack of capacity. The sec<strong>on</strong>d m<strong>on</strong>itor also<br />
stressed the importance of co-operati<strong>on</strong> with other partners <strong>in</strong> the cha<strong>in</strong>.<br />
2.4.2 Domestic violence<br />
Up until this po<strong>in</strong>t, <strong>in</strong>itiatives have been described that are directed solely towards tackl<strong>in</strong>g child pornography,<br />
and these have predom<strong>in</strong>antly <strong>in</strong>volved measures tak<strong>in</strong>g effect <strong>in</strong> the digital world. However,<br />
the producti<strong>on</strong> of child abuse material usually also <strong>in</strong>volves sexual violence aga<strong>in</strong>st children. Sexual<br />
violence may form a comp<strong>on</strong>ent of domestic violence – a topic that also falls with<strong>in</strong> the remit of the<br />
M<strong>in</strong>istry of Security and Justice. The com<strong>in</strong>g passages will devote attenti<strong>on</strong> to this topic, which has a<br />
predom<strong>in</strong>antly analogue perspective.<br />
Domestic violence is violence that is committed by an <strong>in</strong>dividual from the family circle surround<strong>in</strong>g the<br />
victim. That circle may comprise partners and ex-partners, family members, relatives and family friends.<br />
It <strong>in</strong>volves various forms of violence, such as assault and threats of violence, but also stalk<strong>in</strong>g and sexual<br />
violence (<strong>in</strong>clud<strong>in</strong>g forced sex, forc<strong>in</strong>g sexual acts to be performed, and rape). 100<br />
The results of an <strong>in</strong>vestigati<strong>on</strong> 101 carried out by order of the M<strong>in</strong>istry of Justice <strong>in</strong> 1997 formed the basis<br />
for the plan to tackle domestic violence. From this <strong>in</strong>vestigati<strong>on</strong>, it emerged that 27% of those <strong>in</strong>terviewed<br />
had at <strong>on</strong>e stage been a victim of domestic violence that manifested itself <strong>on</strong> a weekly or daily<br />
basis. However, the <strong>in</strong>tensity of the violence seemed to be higher am<strong>on</strong>gst women than men. In additi<strong>on</strong><br />
to this, violence directed towards women took a sexual nature more often than the violence directed<br />
towards men. Only 12% of the victims had reported the violence to the police, and <strong>in</strong> <strong>on</strong>ly half of these<br />
cases was a report eventually followed up by an <strong>in</strong>vestigati<strong>on</strong> .102<br />
In 2000, a nati<strong>on</strong>al project ‘To prevent and combat domestic violence’ [‘Voorkomen en bestrijden huiselijk<br />
geweld’] was launched, which set out to form a l<strong>in</strong>k between policy frameworks. The approach that was<br />
chosen produced the follow<strong>in</strong>g results, am<strong>on</strong>gst others. 103 The organisati<strong>on</strong>s that were tak<strong>in</strong>g part <strong>in</strong> the<br />
project were encouraged to promote, with<strong>in</strong> their own ranks, the measures to tackle domestic violence.<br />
A large, nati<strong>on</strong>al network also came <strong>in</strong>to existence. The resp<strong>on</strong>sibility for tackl<strong>in</strong>g domestic violence was<br />
not limited to a s<strong>in</strong>gle m<strong>in</strong>istry. The M<strong>in</strong>ister for Health, Welfare and Sport had made ‘domestic violence’<br />
a topic of the collective preventi<strong>on</strong> policy for health. The M<strong>in</strong>istry of Justice, the M<strong>in</strong>istry of Health, Welfare<br />
and Sport and the M<strong>in</strong>istry of Educati<strong>on</strong>, Culture and Science had also developed specific products<br />
themselves, such as self-defence tra<strong>in</strong><strong>in</strong>g sessi<strong>on</strong>s, brochures and the website for domestic violence.<br />
In 2002, the topic of domestic violence formed part of government policy by means of the government<br />
memorandum ‘Privé geweld, publieke zaak’ [‘Private violence, public matter’]. 104 The memorandum dealt<br />
