Implementati<strong>on</strong><br />
The possible reas<strong>on</strong> for the workload is the fact that not all cases can be dealt with. In the view of the<br />
authors of the Programme of Improvements <strong>in</strong> Tackl<strong>in</strong>g <str<strong>on</strong>g>Child</str<strong>on</strong>g> <str<strong>on</strong>g>Pornography</str<strong>on</strong>g>, the existence of the pend<strong>in</strong>g<br />
cases is primarily a c<strong>on</strong>sequence of a shortage of capacity. 335 They argue that, with the current resources,<br />
it is possible to handle around 700 <strong>in</strong>vestigati<strong>on</strong>s focus<strong>in</strong>g <strong>on</strong> possessi<strong>on</strong> of material c<strong>on</strong>stitut<strong>in</strong>g a<br />
crim<strong>in</strong>al offence. This means that an average of 100 to 300 cases are left unopened every year. 336 On<br />
average 1.3% of the total police capacity is used <strong>in</strong> tackl<strong>in</strong>g sex offence cases, <strong>in</strong>clud<strong>in</strong>g child pornography.<br />
The Twente and Gelderland-Midden regi<strong>on</strong>al police forces deploy the highest capacity, at 2.1%. 337<br />
Prioritisati<strong>on</strong>, evaluati<strong>on</strong> and steer<strong>in</strong>g<br />
Activities are prioritised at the beg<strong>in</strong>n<strong>in</strong>g of the <strong>in</strong>vestigati<strong>on</strong> (as well as <strong>in</strong>vestigati<strong>on</strong>s that orig<strong>in</strong>ate<br />
from other countries) up<strong>on</strong> <strong>in</strong>take or when a report arrives. 338 Prioritisati<strong>on</strong> is determ<strong>in</strong>ed by means<br />
of structured c<strong>on</strong>sultati<strong>on</strong>s with the Public Prosecutor (OvJ), the Liais<strong>on</strong> Officer for Victims of Sexual<br />
Abuse (ZAO) and/or via a case c<strong>on</strong>sultati<strong>on</strong>. The case list is sent fairly frequently to the Public Prosecuti<strong>on</strong><br />
Service, usually <strong>in</strong> additi<strong>on</strong> to the (case) c<strong>on</strong>sultati<strong>on</strong>. 339 Investigati<strong>on</strong>s with<strong>in</strong> the regi<strong>on</strong>al police<br />
force must be supplied for <strong>in</strong>formati<strong>on</strong> purposes to the ma<strong>in</strong>stream (regi<strong>on</strong>al) steer<strong>in</strong>g and evaluati<strong>on</strong><br />
team as a m<strong>in</strong>imum requirement. 340<br />
The usual bottlenecks occur dur<strong>in</strong>g prioritisati<strong>on</strong>, evaluati<strong>on</strong> and steer<strong>in</strong>g. It is not easy to prioritise<br />
activities <strong>in</strong> the <strong>in</strong>vestigati<strong>on</strong>s, as <strong>in</strong> most cases it is <strong>on</strong>ly possible to ascerta<strong>in</strong> that a specific Internet<br />
identity is <strong>in</strong>volved <strong>in</strong> the upload<strong>in</strong>g or download<strong>in</strong>g of images, and it is not possible to determ<strong>in</strong>e<br />
whether the suspect could be a producer or is <strong>on</strong>ly <strong>in</strong> possessi<strong>on</strong> of material. The focus of the <strong>in</strong>vestigati<strong>on</strong><br />
is unknown a priori. It rema<strong>in</strong>s a complex task dur<strong>in</strong>g the course of the <strong>in</strong>vestigati<strong>on</strong>, as well – to<br />
dist<strong>in</strong>guish between possessors and producers. 341 A prioritisati<strong>on</strong> model is necessary <strong>in</strong> the <strong>in</strong>vestigati<strong>on</strong><br />
that can be used to weigh up factors as early as possible <strong>in</strong> the detecti<strong>on</strong> process. Tools are also necessary<br />
<strong>in</strong> order to ensure objectivity <strong>in</strong> do<strong>in</strong>g so. These tools are not yet widely available, but they must<br />
be developed (further). A prioritisati<strong>on</strong> model has already been used <strong>on</strong> an experimental basis <strong>in</strong> the<br />
Zambezi test bed that was recently rounded off (§3.4.2). 342<br />
A variety of models are used by the regi<strong>on</strong>s for the purpose of prioritisati<strong>on</strong> and sett<strong>in</strong>g criteria. The<br />
weight assigned to criteria usually depends up<strong>on</strong> the viewpo<strong>in</strong>t of the detective handl<strong>in</strong>g the case. The<br />
