of pend<strong>in</strong>g cases. 94<br />

PVAKP1 came to an end, and the programme team proposed re-launch<strong>in</strong>g the programme as PVAKP2.<br />

In March 2011, the M<strong>in</strong>ister for Security and Justice gave a positive decisi<strong>on</strong> <strong>on</strong> this proposal, after which<br />

the re-launch was implemented. 95 However, it emerged from the aims of the Task Force, am<strong>on</strong>gst other<br />

th<strong>in</strong>gs, that this al<strong>on</strong>e would not be sufficient <strong>in</strong> order to br<strong>in</strong>g about the desired shift <strong>in</strong> focus. The Public<br />

Prosecuti<strong>on</strong> Service and the police are draw<strong>in</strong>g up a proposal for a nati<strong>on</strong>al structure and directi<strong>on</strong> <strong>in</strong><br />

order to effectively tackle child pornography. 96<br />

The Korpsm<strong>on</strong>itor<br />

The Programme of Improvements <strong>in</strong> Tackl<strong>in</strong>g <str<strong>on</strong>g>Child</str<strong>on</strong>g> <str<strong>on</strong>g>Pornography</str<strong>on</strong>g> was assigned the task of m<strong>on</strong>itor<strong>in</strong>g<br />

the progress made am<strong>on</strong>gst the regi<strong>on</strong>al police forces 97 <strong>in</strong> the efforts to tackle child pornography. In<br />

2008, a survey was carried out, the Korpsm<strong>on</strong>itor K<strong>in</strong>derporno [Police Corps M<strong>on</strong>itor <strong>on</strong> <str<strong>on</strong>g>Child</str<strong>on</strong>g> <str<strong>on</strong>g>Pornography</str<strong>on</strong>g>].<br />

This <strong>in</strong>volved a basel<strong>in</strong>e measurement. The c<strong>on</strong>clusi<strong>on</strong>s formulated <strong>in</strong>cluded the follow<strong>in</strong>g: the formati<strong>on</strong><br />

of structural (supra) regi<strong>on</strong>al co-operati<strong>on</strong> was promis<strong>in</strong>g; the c<strong>on</strong>t<strong>in</strong>ually <strong>in</strong>creas<strong>in</strong>g number of<br />

pend<strong>in</strong>g cases was tak<strong>in</strong>g its toll <strong>on</strong> the capacity of almost all police forces to carry out digital <strong>in</strong>vestigati<strong>on</strong>s,<br />

and it appeared to be effective to <strong>in</strong>clude digital <strong>in</strong>vestigators as staff <strong>in</strong> sex offence departments<br />

<strong>on</strong> a structural basis. A number of bottlenecks were also identified. First of all, the organisati<strong>on</strong> of efforts<br />

to combat child pornography with<strong>in</strong> the police forces had become fragmented. In additi<strong>on</strong> to this, the<br />

police were faced with a c<strong>on</strong>stant flow of work. Shift<strong>in</strong>g the priority from tackl<strong>in</strong>g the ‘simple’ possessi<strong>on</strong><br />

of child abuse material to tackl<strong>in</strong>g its producti<strong>on</strong> had proved to be a complicated process.<br />

The Korpsm<strong>on</strong>itor K<strong>in</strong>derporno <strong>in</strong>dicated that the issue of tackl<strong>in</strong>g child pornography <strong>in</strong>volves combat<strong>in</strong>g a<br />

wide-rang<strong>in</strong>g social problem that does not <strong>on</strong>ly c<strong>on</strong>cern judicial matters. The effectiveness of the work<br />

carried out by the police could be <strong>in</strong>creased by <strong>in</strong>volv<strong>in</strong>g more organisati<strong>on</strong>s <strong>in</strong> the efforts to tackle this<br />

offense. Rotterdam Rijnm<strong>on</strong>d was provided as an example, where work is carried <strong>in</strong> collaborati<strong>on</strong> with<br />

the Regi<strong>on</strong>al Institute for Outpatient Mental Healthcare, the Municipal Health Service, Social Services,<br />

the crisis centre, Probati<strong>on</strong> and After-care Services, women’s shelters, the Support Centre Geweld achter<br />

de voordeur [Violence beh<strong>in</strong>d closed doors], the Salvati<strong>on</strong> Army, Young People’s Informati<strong>on</strong> Po<strong>in</strong>t, <str<strong>on</strong>g>Child</str<strong>on</strong>g><br />

Care and Protecti<strong>on</strong> Agency, <str<strong>on</strong>g>Child</str<strong>on</strong>g> Abuse Counsell<strong>in</strong>g and Report<strong>in</strong>g Centres, Youth Care Agency, Victim<br />

Support, K<strong>in</strong>der- en j<strong>on</strong>gerenrechtsw<strong>in</strong>kel [Legal Advice Centre for <str<strong>on</strong>g>Child</str<strong>on</strong>g>ren and Young People], Citizens<br />

Advice Bureaus, Prostitutie Maatschappelijk Werk [Social Work for Prostitutes], JOS(S) lawyers (lawyers from<br />

Juridische Opvang Slachtoffers Seksueel Geweld [Legal Support for Victims of Sexual Violence]) and the Hotl<strong>in</strong>e<br />

Combat<strong>in</strong>g <str<strong>on</strong>g>Child</str<strong>on</strong>g> <str<strong>on</strong>g>Pornography</str<strong>on</strong>g> <strong>on</strong> the Internet]. 98<br />

In the spr<strong>in</strong>g of 2011, the sec<strong>on</strong>d Korpsm<strong>on</strong>itor K<strong>in</strong>derporno Police Forces State of Affairs 2010 was published.<br />
