guarantee the complete an<strong>on</strong>ymity of victims <strong>in</strong> crim<strong>in</strong>al proceed<strong>in</strong>gs <strong>in</strong> situati<strong>on</strong>s such as this, and<br />
as such to protect the identity and pers<strong>on</strong>al details of victims. The way <strong>in</strong> which this can be achieved,<br />
without this be<strong>in</strong>g c<strong>on</strong>trary to Article 6 of the European C<strong>on</strong>venti<strong>on</strong> of Human Rights, must be <strong>in</strong>vestigated.<br />
An important questi<strong>on</strong> c<strong>on</strong>cerns the issue of how justice can also be d<strong>on</strong>e to victims, when<br />
it is assumed that they will become victimised time and time aga<strong>in</strong> as a result of the distributi<strong>on</strong> of<br />
child abuse material (revictimisati<strong>on</strong>), and what the c<strong>on</strong>sequences would be if it were possible for<br />
them to receive compensati<strong>on</strong>. This should be <strong>in</strong>vestigated <strong>in</strong> more detail. Whether parents, as such,<br />
should be regarded as victims and whether they should, for example, also be granted the right to<br />
speak <strong>in</strong> this capacity – and not just as a representative of their child – is currently under discussi<strong>on</strong>.<br />
The judge <strong>in</strong> the Amsterdam sexual abuse case is expected to deliver a judgment about this issue <strong>in</strong><br />
the near future.<br />
3.6 After-care for and supervisi<strong>on</strong> of sex offenders 495<br />
3.6.1 Introducti<strong>on</strong><br />
In almost all cases, sex offenders who are c<strong>on</strong>victed return to society. This sometimes arouses very<br />
<strong>in</strong>tense emoti<strong>on</strong>s am<strong>on</strong>gst the general public, based <strong>on</strong> the – sometimes justified – fear that children<br />
will <strong>on</strong>ce aga<strong>in</strong> be victimised. The group of offenders that commit sexual violence aga<strong>in</strong>st children is,<br />
however, heterogeneous, and the likelihood of re-offend<strong>in</strong>g varies. 496 Nevertheless, it is apparent that<br />
pay<strong>in</strong>g attenti<strong>on</strong> to the after-care and supervisi<strong>on</strong> of sex offenders who have returned to society, the<br />
tailor<strong>in</strong>g of these activities, and the framework <strong>in</strong> which they are applied, all form a vital l<strong>in</strong>k that can<br />
prevent sex offenders from re-offend<strong>in</strong>g. The Lanzarote C<strong>on</strong>venti<strong>on</strong> 497 states that pay<strong>in</strong>g attenti<strong>on</strong> to<br />
perpetrators is an essential comp<strong>on</strong>ent of an <strong>in</strong>tegrated approach to the tackl<strong>in</strong>g of sexual violence<br />
aga<strong>in</strong>st children. 498<br />
Compulsory supervisi<strong>on</strong> takes place with<strong>in</strong> a legal framework. However, this is not the <strong>on</strong>ly framework<br />
with<strong>in</strong> which (after-)care, treatment and supervisi<strong>on</strong> take place. 499 The partners with<strong>in</strong> the judicial do-<br />
