C<strong>on</strong>clusi<strong>on</strong>s and recommendati<strong>on</strong>s<br />
and with<strong>in</strong> the processes, where this is necessary. Furthermore, it is also important that l<strong>in</strong>ks exist between<br />
policy and implementati<strong>on</strong>, through which policy can be translated <strong>in</strong>to practice and vice versa.<br />
C<strong>on</strong>necti<strong>on</strong>s between policy and implementati<strong>on</strong><br />
There are, <strong>in</strong> any case, several good examples of the latter c<strong>on</strong>necti<strong>on</strong>s – the l<strong>in</strong>ks that now exist between<br />
policy and implementati<strong>on</strong>. The Programme of Improvements <strong>in</strong> Tackl<strong>in</strong>g <str<strong>on</strong>g>Child</str<strong>on</strong>g> <str<strong>on</strong>g>Pornography</str<strong>on</strong>g>,<br />
developed follow<strong>in</strong>g a jo<strong>in</strong>t analysis of the problems <strong>in</strong> the approach to this issue by the police and the<br />
Public Prosecuti<strong>on</strong> Service, fulfils an important role for the practical implementati<strong>on</strong> of the repressive<br />
approach. The Internet Safety Platform, adm<strong>in</strong>istered by ECP-EPN, is an example of an organisati<strong>on</strong> <strong>in</strong><br />
which the government’s policy was able to be translated <strong>in</strong>to practice and vice versa, <strong>in</strong> this case with<br />
reference to public-private sector partnership <strong>in</strong>itiatives <strong>in</strong> the field of ICT.<br />
C<strong>on</strong>necti<strong>on</strong>s with<strong>in</strong> and between processes<br />
Many collaborative <strong>in</strong>itiatives have been developed over the years, which have resulted <strong>in</strong> effective c<strong>on</strong>necti<strong>on</strong>s<br />
be<strong>in</strong>g formed. So-called scenario teams exist, which resp<strong>on</strong>d by <strong>in</strong>itiat<strong>in</strong>g the provisi<strong>on</strong> of assistance<br />
with<strong>in</strong> a regi<strong>on</strong> <strong>in</strong> the event that (it is suspected that) serious child (sexual) abuse has taken place,<br />
as experience proves that situati<strong>on</strong>s <strong>in</strong>volv<strong>in</strong>g serious child (sexual) abuse are very complex and require all<br />
<strong>in</strong>stituti<strong>on</strong>s to work closely together. C<strong>on</strong>sequently, c<strong>on</strong>necti<strong>on</strong>s are formed with<strong>in</strong> the assistance services.<br />
However, such scenario teams do not operate <strong>in</strong> all regi<strong>on</strong>s. Multi-discipl<strong>in</strong>ary teams also exist, which form<br />
c<strong>on</strong>necti<strong>on</strong>s between the processes. An example of this is the Tilburg Safety House. Here, a large number<br />
of organisati<strong>on</strong>s work together under <strong>on</strong>e roof, comb<strong>in</strong><strong>in</strong>g an approach that is <strong>in</strong>-keep<strong>in</strong>g with crim<strong>in</strong>al<br />
law, attenti<strong>on</strong> and care for perpetrators, and the provisi<strong>on</strong> of assistance to victims. Safety Houses are not<br />
aimed at sex offenders <strong>in</strong> all regi<strong>on</strong>s. The Youth and Family Centres also play an important c<strong>on</strong>nect<strong>in</strong>g role.<br />
The protocol ‘Reports of child abuse sent by Youth Care Agencies to the Police and the Public Prosecuti<strong>on</strong><br />
Service’ is a f<strong>in</strong>e example of cooperati<strong>on</strong> between an organisati<strong>on</strong> that provides assistance and the police.<br />
C<strong>on</strong>necti<strong>on</strong>s between the approach towards combat<strong>in</strong>g child pornography and the approach towards<br />
combat<strong>in</strong>g sexual violence<br />
Despite the positive examples of c<strong>on</strong>necti<strong>on</strong>s described above, it is apparent that the c<strong>on</strong>necti<strong>on</strong>s that exist<br />
between the approach towards tackl<strong>in</strong>g child pornography and the approach towards tackl<strong>in</strong>g sexual<br />
violence are still <strong>in</strong>sufficient, not <strong>on</strong>ly <strong>in</strong> so far as the policy agenda is c<strong>on</strong>cerned, but also <strong>in</strong> the various<br />
implementati<strong>on</strong> processes <strong>in</strong> general. In the provisi<strong>on</strong> of assistance to victims of sexual violence and <strong>in</strong> the<br />
after-care for c<strong>on</strong>victed sex offenders, the understand<strong>in</strong>g that the sexual violence <strong>in</strong> questi<strong>on</strong> can, <strong>in</strong> part,<br />
also have comprised behaviours that c<strong>on</strong>stitute a crim<strong>in</strong>al offence <strong>in</strong> relati<strong>on</strong> to child pornography, is lack<strong>in</strong>g.<br />
In simple terms, this means that these two noti<strong>on</strong>s <strong>in</strong> these processes are, wr<strong>on</strong>gly, not c<strong>on</strong>sidered <strong>in</strong><br />
parallel with <strong>on</strong>e another. The route l<strong>in</strong>k<strong>in</strong>g sexual abuse to child pornography is, therefore, not pursued.<br />
Vice versa, the route lead<strong>in</strong>g from child pornography (child abuse material) to sexual abuse is not always<br />
pursued either. In particular, this is often the case <strong>in</strong> the many cases <strong>in</strong> which sufficient <strong>in</strong>formati<strong>on</strong> is available<br />
<strong>in</strong> order to take a suspect to court for possessi<strong>on</strong> of child abuse material. The case is then dealt with and<br />
the suspect may be prosecuted, with no further <strong>in</strong>vestigati<strong>on</strong>s be<strong>in</strong>g carried out <strong>in</strong>to the possibility of sexual<br />
abuse. In this case, it is not so much a lack of understand<strong>in</strong>g, but rather a lack of capacity and priority that<br />
stand <strong>in</strong> the way of pursu<strong>in</strong>g the route towards the offender and the victim of the underly<strong>in</strong>g sexual abuse.<br />
4.4 Specificati<strong>on</strong> and recommendati<strong>on</strong>s<br />
The above f<strong>in</strong>d<strong>in</strong>gs present an image of a complex phenomen<strong>on</strong> that is extremely extensive and which<br />
cannot be c<strong>on</strong>trolled solely by repressive means. Important steps have been taken to give substance to<br />
