<str<strong>on</strong>g>Child</str<strong>on</strong>g> PornograPhy First report oF the Dutch NatioNal rapporteur<br />

<strong>in</strong>terest (nati<strong>on</strong>al security and ec<strong>on</strong>omy) and/or that <strong>in</strong>volve organised crime (particularly the more<br />

serious forms). 299 The team, together with the exist<strong>in</strong>g Computer Forensics team [Digitale Recherche] (Team<br />

Digitaal & Internet of the <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> Crime Squad), has been operati<strong>on</strong>al s<strong>in</strong>ce 1 January 2007.<br />

The aim is to c<strong>on</strong>duct two to four major <strong>in</strong>vestigati<strong>on</strong>s <strong>in</strong>to high-tech crime per year. The team acts as a<br />

po<strong>in</strong>t of c<strong>on</strong>tact for partners with<strong>in</strong> the Netherlands and <strong>in</strong> other countries, and is available 24 hours per<br />

day. The team provides an adm<strong>in</strong>istrative report, if applicable, <strong>in</strong> all major <strong>in</strong>vestigati<strong>on</strong>s, and develops<br />

new <strong>in</strong>novative methods of detecti<strong>on</strong>. The KLPD periodically <strong>in</strong>forms the M<strong>in</strong>ister of Security and Justice<br />

of the results achieved by the team. 300<br />

A multi-discipl<strong>in</strong>ary team from the KLPD under the management of the team leader of the THTC took<br />

part <strong>in</strong> the <strong>in</strong>vestigati<strong>on</strong> <strong>in</strong> relati<strong>on</strong> to the Amsterdam sexual abuse case. The work of the sex offences divisi<strong>on</strong><br />

<strong>in</strong> Amsterdam <strong>in</strong>cluded analys<strong>in</strong>g the (child abuse) images found, <strong>in</strong> order to identify the victims,<br />

and for the purpose of the (detecti<strong>on</strong> and) prosecuti<strong>on</strong> of Robert M. and his partner. The TBI c<strong>on</strong>tributed<br />

its knowledge and expertise, and sec<strong>on</strong>ded some of its staff to the multi-discipl<strong>in</strong>ary team. This created<br />

an opportunity structure that was tailored to the <strong>in</strong>vestigati<strong>on</strong> of the extensive Amsterdam sexual abuse<br />

case. There were sufficient <strong>in</strong>dicati<strong>on</strong>s present to suggest that Robert M. was ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g a network with<br />

like-m<strong>in</strong>ded <strong>in</strong>dividuals. As a result of this the multi-discipl<strong>in</strong>ary team focused primarily up<strong>on</strong> mapp<strong>in</strong>g<br />

out the network of Robert M; it was not so much the child abuse material that formed the start<strong>in</strong>g po<strong>in</strong>t,<br />

but rather the e-mail and chatroom traffic. The analysis of the e-mail and chatroom traffic was used to<br />

reveal the <strong>in</strong>dividuals with whom Robert M. had c<strong>on</strong>tact, and what had been exchanged. This method<br />

was pre-em<strong>in</strong>ently perpetrator-orientated. It is not yet def<strong>in</strong>ite how the work<strong>in</strong>g method of the multidiscipl<strong>in</strong>ary<br />

team will ultimately be embedded (see also §3.4.4). 301<br />

<str<strong>on</strong>g>Child</str<strong>on</strong>g> abuse material <strong>on</strong> an<strong>on</strong>ymous, heavily c<strong>on</strong>cealed websites<br />

In an <strong>in</strong>vestigati<strong>on</strong> <strong>on</strong> the Internet, the <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> Crime Squad found large quantities of child abuse<br />

material <strong>on</strong> an<strong>on</strong>ymous <strong>on</strong>l<strong>in</strong>e meet<strong>in</strong>g places and hidden websites. The <strong>in</strong>vestigati<strong>on</strong> was c<strong>on</strong>ducted<br />

as a result of the emergence of the Amsterdam sexual abuse case. The <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> Crime<br />

Squad of the <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> Police Services Agency (KLPD) assembled a multi-discipl<strong>in</strong>ary <strong>in</strong>vestigati<strong>on</strong><br />

team <strong>in</strong> order to map out the (<strong>in</strong>ternati<strong>on</strong>al) network of the suspected sex offender Robert M. The<br />

<strong>in</strong>vestigati<strong>on</strong> team c<strong>on</strong>sisted of digital technology experts from the <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> Crime Squad, the<br />

Specialist Crim<strong>in</strong>al Investigati<strong>on</strong>s Applicati<strong>on</strong>s Department (DSRT), the Amsterdam-Amstelland<br />

police force, sex offence specialists from the Department of Internati<strong>on</strong>al Police Informati<strong>on</strong>, and<br />

detectives from other KLPD services. The Internet security firm Fox IT supplied technical advice,<br />

<strong>in</strong>frastructure and assistance to the <strong>in</strong>vestigati<strong>on</strong> team. It emerged <strong>in</strong> this <strong>in</strong>vestigati<strong>on</strong> that Robert<br />

M. used hidden places, known as ‘hidden services’, <strong>on</strong> the Internet. In do<strong>in</strong>g so he used the Tor<br />

network, a worldwide network that enables users to surf the Internet an<strong>on</strong>ymously. The hidden<br />

services that were <strong>in</strong>vestigated c<strong>on</strong>sisted of websites, forums and other hidden meet<strong>in</strong>g places<br />

where child abuse material is exchanged. Visitors to these sites also communicated <strong>in</strong> chat channels<br />

about the abuse of children and the producti<strong>on</strong> and distributi<strong>on</strong> of child abuse material. Under the<br />

resp<strong>on</strong>sibility of the <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> Public Prosecutor’s Office of the Public Prosecuti<strong>on</strong> Service, and with<br />
