search for child abuse material or a provider of such material. This search beg<strong>in</strong>s with ga<strong>in</strong><strong>in</strong>g knowledge<br />

of where (<strong>in</strong>formati<strong>on</strong> c<strong>on</strong>cern<strong>in</strong>g how to obta<strong>in</strong>) such images or films can be found. For example, an<br />

<strong>in</strong>dividual could enter terms related to child sexual abuse <strong>in</strong>to general search eng<strong>in</strong>es such as Google or<br />

search functi<strong>on</strong>s <strong>in</strong> p2p programs. <str<strong>on</strong>g>Child</str<strong>on</strong>g> abuse material can be easily found us<strong>in</strong>g p2p programs such as<br />

Gnutella and BitTorrent and for this reas<strong>on</strong> this is probably the most popular means of obta<strong>in</strong><strong>in</strong>g access to<br />

abusive material. 282 After be<strong>in</strong>g referred to specific open newsgroups or chat rooms 283 via general search<br />

eng<strong>in</strong>es, the potential offender f<strong>in</strong>ds him/herself <strong>in</strong> a pre-crim<strong>in</strong>al situati<strong>on</strong>. 284 Informati<strong>on</strong> <strong>in</strong> these<br />

open <strong>in</strong>ternet envir<strong>on</strong>ments is generally legal, such as l<strong>in</strong>ks to child pornography websites or the displayed<br />

overview of available child abuse material <strong>in</strong> p2p programs. 285 These open <strong>in</strong>ternet envir<strong>on</strong>ments<br />

serve as a platform for discussi<strong>on</strong>s, where <strong>in</strong>dividuals with a preferential <strong>in</strong>cl<strong>in</strong>ati<strong>on</strong> towards children can<br />

meet to talk about their preferences with others. 286 The perpetrator may subsequently go <strong>on</strong> to commit<br />

the offence by click<strong>in</strong>g <strong>on</strong> and view<strong>in</strong>g l<strong>in</strong>ks to child abuse material <strong>in</strong> the open <strong>in</strong>ternet envir<strong>on</strong>ments,<br />

for example, or to download files c<strong>on</strong>ta<strong>in</strong><strong>in</strong>g child such material. The term ‘crim<strong>in</strong>al tactics’ refers to the<br />

subsequent choices and acti<strong>on</strong>s of the offender when the offence is committed. The possibilities <strong>in</strong> terms<br />

of these tactics are determ<strong>in</strong>ed by the characteristics of an <strong>in</strong>ternet envir<strong>on</strong>ment. For example, the level<br />

of an<strong>on</strong>ymity provided by an <strong>in</strong>ternet envir<strong>on</strong>ment <strong>in</strong>fluences the offender’s acti<strong>on</strong>s. An offender can<br />

learn to overcome such barriers and take measures to improve his/her modus operandi. C<strong>on</strong>tacts <strong>in</strong> an open<br />

<strong>in</strong>ternet envir<strong>on</strong>ment may also result <strong>in</strong> an <strong>in</strong>dividual ga<strong>in</strong><strong>in</strong>g access to a closed <strong>in</strong>ternet envir<strong>on</strong>ment<br />

<strong>in</strong> which new material can be exchanged. A newcomer must usually w<strong>in</strong> the trust of the other members<br />

first before be<strong>in</strong>g granted access to material. These closed <strong>in</strong>ternet envir<strong>on</strong>ments feature a rigid hierarchy<br />

that largely depends up<strong>on</strong> how often and how much new material is supplied by a specific member. 287<br />

(Onl<strong>in</strong>e) sub-culture<br />

In the virtual and analogue worlds there is a thriv<strong>in</strong>g sub-culture of <strong>in</strong>dividuals who share a sexual <strong>in</strong>terest<br />

<strong>in</strong> children and such <strong>in</strong>dividuals have been form<strong>in</strong>g organised groups even s<strong>in</strong>ce the 1970s. 288 The<br />

advent of the Internet has also enabled like-m<strong>in</strong>ded <strong>in</strong>dividuals to meet <strong>on</strong>e another <strong>on</strong>l<strong>in</strong>e easily and<br />

an<strong>on</strong>ymously, 289 but these <strong>in</strong>dividuals have c<strong>on</strong>t<strong>in</strong>ued to meet <strong>on</strong>e another <strong>in</strong> the analogue world also.<br />

‘hostile’ society that c<strong>on</strong>demns their sexual preference is also a topic of frequent discussi<strong>on</strong>. The offenders<br />

are aware that their behaviour and needs differ from an accepted norm and attempt to seek validati<strong>on</strong><br />
