C<strong>on</strong>clusi<strong>on</strong>s and recommendati<strong>on</strong>s<br />
An <strong>in</strong>tegrated approach with respect to c<strong>on</strong>victed sex offenders is lack<strong>in</strong>g. Probati<strong>on</strong> and after-care, the<br />
police, the Public Prosecuti<strong>on</strong> Service, municipalities, penal <strong>in</strong>stituti<strong>on</strong>s, the M<strong>in</strong>istry of Security and<br />
Justice and the M<strong>in</strong>istry of the Interior and K<strong>in</strong>gdom Relati<strong>on</strong>s, scenario teams, Safety Houses, the Employee<br />
Insurance Agency, the Centre for Work and Income and community organisati<strong>on</strong>s such as hous<strong>in</strong>g<br />
associati<strong>on</strong>s and care <strong>in</strong>stituti<strong>on</strong>s all play a role with<strong>in</strong> the after-care and supervisi<strong>on</strong> of (c<strong>on</strong>victed) sex<br />
offenders, and c<strong>on</strong>flicts are sometimes unavoidable. For example, an exclusi<strong>on</strong> order issued by a municipality<br />
to prevent social unrest may, at the same time, h<strong>in</strong>der probati<strong>on</strong> and after-care supervisi<strong>on</strong>. At the<br />
same time, the <strong>in</strong>stituti<strong>on</strong>s <strong>in</strong>volved <strong>in</strong> the implementati<strong>on</strong> are c<strong>on</strong>fr<strong>on</strong>ted with the complexity of the<br />
phenomen<strong>on</strong> of child pornography, <strong>in</strong>complete policies and problems <strong>in</strong> the implementati<strong>on</strong> itself. The<br />
lack of a uniform nati<strong>on</strong>al framework <strong>in</strong> the matter of after-care and supervisi<strong>on</strong> of c<strong>on</strong>victed offenders<br />
means that the regi<strong>on</strong>s need to learn how to deal with the above challenges themselves.<br />
Collaborative associati<strong>on</strong>s such as Safety Houses, scenario teams and dual-track or multiple-track teams<br />
already exist <strong>in</strong> <strong>in</strong>dividual regi<strong>on</strong>s <strong>in</strong> the Netherlands, <strong>in</strong> which <strong>in</strong>volved <strong>in</strong>stituti<strong>on</strong>s come together. Those<br />
<strong>in</strong>volved <strong>on</strong> the fr<strong>on</strong>t l<strong>in</strong>e of such <strong>in</strong>itiatives frequently state that the British supervisi<strong>on</strong> system, MAPPA,<br />
is desirable, whilst <strong>in</strong> the same breath referr<strong>in</strong>g to the Dutch Safety Houses and Dutch implementati<strong>on</strong> of<br />
the COSA project. Central c<strong>on</strong>trol by the probati<strong>on</strong> and after-care service is a comp<strong>on</strong>ent of MAPPA <strong>on</strong> a<br />
case-level. The start<strong>in</strong>g po<strong>in</strong>ts formulated by the American Center for Sex Offender Management also seem<br />
to be of value to the Dutch situati<strong>on</strong> and are encountered <strong>in</strong> the implementati<strong>on</strong> <strong>in</strong> various regi<strong>on</strong>s. Less<strong>on</strong>s<br />
learnt <strong>in</strong> Den Bosch <strong>in</strong> the previously-menti<strong>on</strong>ed sexual abuse case of the swimm<strong>in</strong>g teacher Benno<br />
L. were shared with authorities <strong>in</strong> Amsterdam for the purpose of <strong>in</strong>form<strong>in</strong>g parents <strong>in</strong> the Amsterdam<br />
sexual abuse case. The Acti<strong>on</strong> Plan to Tackle <str<strong>on</strong>g>Child</str<strong>on</strong>g> Abuse also propagates co-operati<strong>on</strong> and an <strong>in</strong>tegrated<br />
approach. However, this plan is aimed specifically at children, and states the importance of co-operati<strong>on</strong><br />
with organisati<strong>on</strong>s aimed at perpetrators, but this is, as yet, not widely found <strong>in</strong> the various regi<strong>on</strong>s.<br />
An <strong>in</strong>tegrated approach is desirable, and must be required to fulfil a number of c<strong>on</strong>diti<strong>on</strong>s. The <strong>in</strong>tegrated<br />
nature of the approach should become apparent through the coord<strong>in</strong>ati<strong>on</strong> of all processes, organisati<strong>on</strong>s<br />
<strong>in</strong>volved, judicial frameworks and requirements. This coord<strong>in</strong>ati<strong>on</strong> should promote a focus<br />
<strong>on</strong> the victim, the m<strong>on</strong>itor<strong>in</strong>g and evaluati<strong>on</strong> of <strong>in</strong>terventi<strong>on</strong>s, specialised knowledge and the tra<strong>in</strong><strong>in</strong>g of<br />
employees, rais<strong>in</strong>g public awareness and co-operati<strong>on</strong> between organisati<strong>on</strong>s. The <strong>in</strong>tegrated nature of<br />
the approach should also emerge from policy that takes shape <strong>on</strong> both a nati<strong>on</strong>al and regi<strong>on</strong>al level. This<br />
also means mutual coord<strong>in</strong>ati<strong>on</strong> between the regi<strong>on</strong>s: the problem does not disappear if the offender<br />
moves house or if an exclusi<strong>on</strong> order is imposed, it simply moves elsewhere. A nati<strong>on</strong>al programme<br />
and/or expertise centre as part of the Dutch Probati<strong>on</strong> Service, as <strong>in</strong> the United States, could form a<br />
nati<strong>on</strong>al policy framework, can serve as a key l<strong>in</strong>k between policy and implementati<strong>on</strong>, can collect best<br />
practices <strong>in</strong> the regi<strong>on</strong> and can l<strong>in</strong>k up with similar programmes and expertise centres with<strong>in</strong> detecti<strong>on</strong><br />
and prosecuti<strong>on</strong> (Programme of Improvements <strong>in</strong> Tackl<strong>in</strong>g <str<strong>on</strong>g>Child</str<strong>on</strong>g> <str<strong>on</strong>g>Pornography</str<strong>on</strong>g>) <strong>in</strong> order to promote such<br />
an <strong>in</strong>tegrated approach. It is important that the specific problems surround<strong>in</strong>g youth sex offenders are<br />
also <strong>in</strong>cluded. It is therefore not <strong>on</strong>ly a matter of youth sex offenders <strong>in</strong> the crim<strong>in</strong>al justice cha<strong>in</strong> but<br />
also those offenders who are treated under the forms of civil law. The organisati<strong>on</strong>, registrati<strong>on</strong> and<br />
generati<strong>on</strong> of expertise with<strong>in</strong> the juvenile probati<strong>on</strong> service is also a matter that requires attenti<strong>on</strong>.<br />
4.2.3.7 Victim assistance<br />
C<strong>on</strong>sider<strong>in</strong>g the various aspects <strong>in</strong>volved <strong>in</strong> be<strong>in</strong>g a victim of child pornography offences, the provisi<strong>on</strong> of<br />
assistance is necessary <strong>in</strong> relati<strong>on</strong> to the c<strong>on</strong>sequences of both the producti<strong>on</strong> of child abuse material, as<br />
well as the distributi<strong>on</strong>, possessi<strong>on</strong> and view<strong>in</strong>g of that material. Producti<strong>on</strong> almost always <strong>in</strong>volves sexual<br />
