a destructive relati<strong>on</strong>ship. The majority of clients (65%) have difficulties keep<strong>in</strong>g go<strong>in</strong>g and half (52%)<br />
have psychological problems. 66% are socially awkward/<strong>in</strong>ept and 69% are unable to understand the<br />
problems they have. A fifth have no understand<strong>in</strong>g of their own crim<strong>in</strong>al behaviour and 8% are not<br />
motivated to change. Please refer to Appendix 4, Table B4.29 for more RISc data with regard to these 453<br />
clients with offenses related to child pornography. 685<br />
3.6.6 C<strong>on</strong>clusi<strong>on</strong><br />
The judicial limits for the possibilities of supervisi<strong>on</strong><br />
The possibilities for supervisi<strong>on</strong> that have been presented <strong>in</strong> this chapter focus specifically <strong>on</strong> supervisi<strong>on</strong><br />
and after-care with<strong>in</strong> the judicial framework. This framework also has its limits. In the event that a<br />
custodial sentence is imposed with a term l<strong>on</strong>ger than four years, no part of this may be suspended and<br />
special c<strong>on</strong>diti<strong>on</strong>s cannot therefore be associated with this. Supervisi<strong>on</strong> and after-care are therefore also<br />
not possible <strong>in</strong> this form. 686 Supervisi<strong>on</strong> of a c<strong>on</strong>victed sex offender can also no l<strong>on</strong>ger be provided after<br />
executi<strong>on</strong> of the sentence. Unless placement under a hospital order has been imposed, if a c<strong>on</strong>victed<br />
perpetrator has served their sentence or if the VI period has expired, it is not now possible to enforce<br />
supervisi<strong>on</strong> and treatment with<strong>in</strong> a judicial framework. From a scientific po<strong>in</strong>t of view, it is regretted<br />
that there is no l<strong>on</strong>ger a compulsory framework for supervisi<strong>on</strong> and treatment. It is also <strong>in</strong>terest<strong>in</strong>g that<br />
the State Secretary for Security and Justice has now <strong>in</strong>dicated the need to carry out research <strong>in</strong>to the possibility<br />
of extend<strong>in</strong>g life-l<strong>on</strong>g supervisi<strong>on</strong> to the supervisi<strong>on</strong> of sex offenders who have completed their<br />
course of treatment under a hospital order. 687<br />
Current approach towards after-care and supervisi<strong>on</strong><br />
An <strong>in</strong>tegrated approach surround<strong>in</strong>g c<strong>on</strong>victed sex offenders is lack<strong>in</strong>g. Probati<strong>on</strong> and after-care, the<br />
police, the Public Prosecuti<strong>on</strong> Service, municipalities, penal <strong>in</strong>stituti<strong>on</strong>s, the M<strong>in</strong>istry of Security and<br />
Justice and the M<strong>in</strong>istry of the Interior and K<strong>in</strong>gdom Relati<strong>on</strong>s, scenario teams, Safety Houses, the Employee<br />
Insurance Agency, the Centre for Work and Income and community organisati<strong>on</strong>s such as hous<strong>in</strong>g<br />
associati<strong>on</strong>s and care <strong>in</strong>stituti<strong>on</strong>s all play a role with<strong>in</strong> the after-care and supervisi<strong>on</strong> of (c<strong>on</strong>victed) sex<br />
offenders, and c<strong>on</strong>flicts are sometimes unavoidable. For example, an exclusi<strong>on</strong> order issued by a municipality<br />
to prevent social unrest can, at the same time, h<strong>in</strong>der probati<strong>on</strong> and after-care supervisi<strong>on</strong>. At<br />
the same time, the <strong>in</strong>stituti<strong>on</strong>s <strong>in</strong>volved <strong>in</strong> the implementati<strong>on</strong> are c<strong>on</strong>fr<strong>on</strong>ted with the complexity of<br />
the phenomen<strong>on</strong> of child pornography, <strong>in</strong>complete policies and problems <strong>in</strong> the implementati<strong>on</strong> itself.<br />
In the course of their day-to-day work, these <strong>in</strong>stituti<strong>on</strong>s have to deal with analogue and digital aspects<br />
of c<strong>on</strong>victed offenders, various types of offenders (high and low likelihood of re-offend<strong>in</strong>g, <strong>in</strong>dividuals<br />
who view as well as those who produce child abuse material) and other dimensi<strong>on</strong>s of time and space<br />
(c<strong>on</strong>victed offenders who commit crim<strong>in</strong>al offences <strong>on</strong>l<strong>in</strong>e at night or who travel to other countries for<br />
l<strong>on</strong>g periods of time). The lack of a uniform nati<strong>on</strong>al framework for the matter of after-care and supervi-<br />
