One of the c<strong>on</strong>clusi<strong>on</strong>s that can be drawn from the audit is that child abuse material does not play<br />

a (major) role <strong>in</strong> most treatments provided to the victims of abuse. Most care providers <strong>in</strong>dicated,<br />

am<strong>on</strong>gst other th<strong>in</strong>gs, that they have hardly had any c<strong>on</strong>tact, or have had no c<strong>on</strong>tact whatsoever,<br />

with child pornography. Dur<strong>in</strong>g therapy for sexual abuse, any material that may have been produced<br />

of this abuse was rarely discussed. The care workers estimated the direct c<strong>on</strong>sequences<br />

of the abuse as be<strong>in</strong>g more acute and more severe, and had usually not even thought about the<br />

possible existence of images. Furthermore, the care workers expressed doubts about the permissibility<br />

of br<strong>in</strong>g<strong>in</strong>g up the possibility that footage of the abuse was made, due to the risk of this<br />

result<strong>in</strong>g <strong>in</strong> further traumatis<strong>in</strong>g the child and their parents. In some cases, they <strong>in</strong>dicated that they<br />

pers<strong>on</strong>ally sense a barrier to start do<strong>in</strong>g this, or that they c<strong>on</strong>sider it to be the resp<strong>on</strong>sibility of the<br />

authorities <strong>in</strong>volved <strong>in</strong> detecti<strong>on</strong>.<br />

Accord<strong>in</strong>g to the care workers, <strong>in</strong> the cases <strong>in</strong> which the existence of images was brought to the<br />

fore, this was not a priority for many victims dur<strong>in</strong>g the course of the treatment, because the victims<br />

were not yet aware of the implicati<strong>on</strong>s of this, and because other matters such as unleashed<br />

emoti<strong>on</strong>s or problematic family relati<strong>on</strong>ships had required greater attenti<strong>on</strong>. Accord<strong>in</strong>g to the care<br />

workers, young children are not able to take stock of the c<strong>on</strong>sequences of the existence of images,<br />

and parents <strong>on</strong>ly slowly start to ga<strong>in</strong> an understand<strong>in</strong>g of the permanency of this aspect of be<strong>in</strong>g<br />

a victim and the implicati<strong>on</strong>s that it entails.<br />

3.7.4 Provisi<strong>on</strong> of assistance to victims of the distributi<strong>on</strong>, possessi<strong>on</strong><br />

and view<strong>in</strong>g of child abuse material<br />

It is not <strong>on</strong>ly the producti<strong>on</strong> of material c<strong>on</strong>stitut<strong>in</strong>g child pornography that creates victimhood, but<br />

also the distributi<strong>on</strong> and possessi<strong>on</strong> of such material. Research carried out <strong>in</strong> Germany <strong>in</strong>to the provisi<strong>on</strong><br />

of assistance to revealed that the existence of visual material of the abuse leads to additi<strong>on</strong>al<br />

problems for victims at a later stage <strong>in</strong> their lives: the images themselves give rise to shame and feel<strong>in</strong>gs<br />

of guilt, and the fact that the images have been distributed and can no l<strong>on</strong>ger be deleted from<br />

the Internet leads to feel<strong>in</strong>gs of powerlessness. The care workers also <strong>in</strong>dicated that victims can be<br />

afraid of the percepti<strong>on</strong>, <strong>on</strong> the part of others, that they voluntarily participated <strong>in</strong> the realisati<strong>on</strong> of<br />

the images. The study clearly expla<strong>in</strong>s that for the above reas<strong>on</strong>, victims f<strong>in</strong>d it very difficult to achieve<br />

closure. 730<br />

Specific assistance needs to be provided for these types of victims. The German care workers who were<br />

<strong>in</strong>terviewed who deal with victims of sexual abuse presumed that a comp<strong>on</strong>ent relat<strong>in</strong>g to child pornography<br />

often leads to a more far-reach<strong>in</strong>g dissociati<strong>on</strong> and a greater likelihood of post-traumatic<br />

stress syndrome (PTSS), and that additi<strong>on</strong>al diagnostic and treatment competencies are necessary for<br />

this, which they usually do not possess. The majority <strong>in</strong>dicated that they have no knowledge of the way<br />

<strong>in</strong> which victims deal with the permanent character of victimhood, and do not therefore possess the<br />

treatment techniques for this. The <strong>in</strong>formati<strong>on</strong> provided revealed that care workers also develop feel<strong>in</strong>gs<br />

of powerlessness and hopelessness whenever they devote attenti<strong>on</strong> to the permanent character of<br />

victimhood dur<strong>in</strong>g treatment. They are also unable to comply with the most important request for help<br />

of victims, namely the removal of the material. 731<br />
