3.2 Preventi<strong>on</strong><br />
3.2.1 Introducti<strong>on</strong><br />
The preventi<strong>on</strong> of child pornography is evidently closely related to the preventi<strong>on</strong> of sexual abuse of children.<br />
7 After all, material c<strong>on</strong>stitut<strong>in</strong>g child pornography cannot be produced without the sexual abuse of<br />
children hav<strong>in</strong>g taken place. 8 The present sub-secti<strong>on</strong> will look at the aspect of preventi<strong>on</strong>. Although the<br />
preventi<strong>on</strong> of sexual abuse of children will also be discussed, the preventi<strong>on</strong> of child pornography will form<br />
the focus of this discussi<strong>on</strong>. 9 There seems to be no doubt about the most important aim <strong>in</strong> the preventi<strong>on</strong><br />
of sexual abuse of children: it is to prevent potential perpetrators from abus<strong>in</strong>g a child <strong>in</strong> the first place.<br />
It would seem therefore that potential perpetrators and victims are the most obvious target groups when<br />
implement<strong>in</strong>g measures to prevent the sexual abuse of children. However, <strong>in</strong> view of the fact that the sexual<br />
abuse of children takes place with<strong>in</strong> specific situati<strong>on</strong>al c<strong>on</strong>texts and social ecosystems and is <strong>in</strong>fluenced<br />
by these factors, the literature takes a broader approach as a basis for the preventi<strong>on</strong> of this type of abuse. 10<br />
This approach gives rise to four target groups for the implementati<strong>on</strong> of preventative measures: perpetrators,<br />
victims, situati<strong>on</strong>s and communities. Smallb<strong>on</strong>e et al. describe three preventi<strong>on</strong> levels with<strong>in</strong> each<br />
target group. 11 Primary preventi<strong>on</strong> aims to prevent <strong>in</strong>dividuals from becom<strong>in</strong>g perpetrators and victims<br />
by means of general <strong>in</strong>formati<strong>on</strong> provisi<strong>on</strong>, and the rais<strong>in</strong>g of awareness am<strong>on</strong>g these target groups as a<br />
whole. This type of preventive measure is geared towards each of the four target groups as a whole. By c<strong>on</strong>trast,<br />
sec<strong>on</strong>dary preventi<strong>on</strong> is specifically c<strong>on</strong>cerned with those <strong>in</strong>dividuals, groups and locati<strong>on</strong>s that pose<br />
a risk with<strong>in</strong> the four target groups. 12 In comparis<strong>on</strong> with primary preventi<strong>on</strong>, sec<strong>on</strong>dary preventi<strong>on</strong> has<br />
the advantage (<strong>in</strong> theory) that the measures are aimed at the <strong>in</strong>dividuals and situati<strong>on</strong>s who/that require<br />
them. 13 Tertiary preventi<strong>on</strong> is c<strong>on</strong>cerned with <strong>in</strong>terventi<strong>on</strong> measures for <strong>in</strong>dividuals, groups and situati<strong>on</strong>s<br />
after sexual abuse has already taken place. 14 This type of measure aims to prevent abuse from c<strong>on</strong>t<strong>in</strong>u<strong>in</strong>g or<br />
be<strong>in</strong>g repeated. Tertiary preventi<strong>on</strong> measures relate to early identificati<strong>on</strong> and the limitati<strong>on</strong> of the harm<br />
d<strong>on</strong>e to victims. In view of the fact that the classificati<strong>on</strong> <strong>in</strong>to three preventi<strong>on</strong> levels is comm<strong>on</strong>ly used<br />
with<strong>in</strong> the doma<strong>in</strong> of crim<strong>in</strong>ology, this classificati<strong>on</strong> will also form the start<strong>in</strong>g po<strong>in</strong>t <strong>in</strong> the present report,<br />
albeit that this sub-secti<strong>on</strong> will be limited to the discussi<strong>on</strong> of the primary and sec<strong>on</strong>dary preventi<strong>on</strong><br />
levels with<strong>in</strong> the four stated target groups. This secti<strong>on</strong> will therefore <strong>on</strong>ly be c<strong>on</strong>cerned with preventi<strong>on</strong><br />
measures <strong>in</strong> relati<strong>on</strong> to <strong>in</strong>dividuals and situati<strong>on</strong>s where sexual abuse has not yet taken place. Wherever<br />
tertiary preventi<strong>on</strong> is primarily c<strong>on</strong>cerned with identificati<strong>on</strong>, after-care and m<strong>on</strong>itor<strong>in</strong>g, measures that fall<br />
under this preventi<strong>on</strong> level will be discussed <strong>in</strong> §3.3 and §3.6. Although quite a great deal of attenti<strong>on</strong> has<br />
