different groups of offenders, such as ‘lover boys’ and ‘multiple offenders’. 570 (C<strong>on</strong>victed) sex offenders<br />
do not c<strong>on</strong>stitute a separate group of offenders. Experiences of sex offenders are possibly <strong>in</strong>cluded <strong>in</strong><br />
the ‘former deta<strong>in</strong>ees’ group of offenders.<br />
Safety Houses<br />
In Safety Houses, authorities – local councils, the police, the Public Prosecuti<strong>on</strong> Service, the <str<strong>on</strong>g>Child</str<strong>on</strong>g><br />
Care and Protecti<strong>on</strong> Board, and probati<strong>on</strong> and after-care organisati<strong>on</strong>s and welfare agencies – work<br />
together <strong>in</strong> <strong>on</strong>e locati<strong>on</strong> for the purposes of detecti<strong>on</strong>, prosecuti<strong>on</strong> and the provisi<strong>on</strong> of assistance.<br />
The partners <strong>in</strong> the cha<strong>in</strong> po<strong>in</strong>t out problems, devise soluti<strong>on</strong>s, and implement these soluti<strong>on</strong>s<br />
together. Work processes are coord<strong>in</strong>ated, so that crim<strong>in</strong>al law and care complement each other.<br />
Efforts are made to change behaviour, reduce the likelihood of re-offend<strong>in</strong>g and improve the quality<br />
of life of the (sex) offender. Work is carried out with a specific focus <strong>on</strong> the offender, area and problem.<br />
571 Safety Houses got off the ground <strong>on</strong> a local level and are c<strong>on</strong>sequently tailored to specific<br />
local situati<strong>on</strong>s. 572 The first Safety House <strong>in</strong> the Netherlands (<strong>in</strong> Tilburg) specifically sought to c<strong>on</strong>nect<br />
with victims by <strong>in</strong>clud<strong>in</strong>g ‘the provisi<strong>on</strong> of adequate care to victims’ <strong>in</strong> its objectives. 573 Safety<br />
Houses are also able seek a c<strong>on</strong>necti<strong>on</strong> with the Regi<strong>on</strong>al Acti<strong>on</strong> Plan aga<strong>in</strong>st <str<strong>on</strong>g>Child</str<strong>on</strong>g> Abuse (RAK, see<br />
§2.5.2) 574 . Organisati<strong>on</strong>s and <strong>in</strong>stituti<strong>on</strong>s provide a c<strong>on</strong>tributi<strong>on</strong> to the operati<strong>on</strong> of the Safety House<br />
from their own tasks and resp<strong>on</strong>sibilities. Dur<strong>in</strong>g the cooperative activities <strong>in</strong> the Safety House, specific<br />
problems can become apparent to certa<strong>in</strong> partners dur<strong>in</strong>g implementati<strong>on</strong> or <strong>in</strong> legislati<strong>on</strong> and<br />
regulati<strong>on</strong>s. It rema<strong>in</strong>s the resp<strong>on</strong>sibility of the partner(s) c<strong>on</strong>cerned to take the necessary measures<br />
to deal with these problems. 575 A designated partner with<strong>in</strong> the cha<strong>in</strong> is resp<strong>on</strong>sible for supervis<strong>in</strong>g<br />
the implementati<strong>on</strong>. This can present problems, <strong>in</strong> practice, because it is possible that the demands<br />
and understand<strong>in</strong>gs of the organisati<strong>on</strong>s that are <strong>in</strong>volved may differ. The Tilburg Safety House is<br />
striv<strong>in</strong>g for a clear supervisi<strong>on</strong> of the implementati<strong>on</strong> by means of a pilot. 576 One party creates the<br />
master plan and the other parties provide a particular part of the product. 577 Such clear divisi<strong>on</strong> of<br />
roles and supervisi<strong>on</strong> that is more centralised has aspects <strong>in</strong> comm<strong>on</strong> with the British Multiple-<br />
Agency Public Protecti<strong>on</strong> Arrangements (MAPPA) described <strong>in</strong> §3.6.3.2, where the probati<strong>on</strong> and<br />
after-care organisati<strong>on</strong>s are the <strong>on</strong>es that make decisi<strong>on</strong>s about the way <strong>in</strong> which sex offenders are<br />
supervised. Furthermore, the Tilburg Safety House has put together a scenario team, to be deployed<br />
whenever there is a threat of social unrest <strong>in</strong> a sexual abuse case. 578 These scenario teams exist <strong>in</strong><br />
various regi<strong>on</strong>s. 579 (The work<strong>in</strong>g procedure of) the scenario team <strong>in</strong> Friesland is described below.<br />
