Research method<br />

For the purpose of this research and with support from the youth care organisati<strong>on</strong> Jeugdzorg Nederland,<br />

BNRM approached all access managers of the 21 AMKs <strong>in</strong> the Netherlands and the Sticht<strong>in</strong>g Gereformeerd<br />

Jeugdwelzijn Amersfoort 1 [Foundati<strong>on</strong> for Dutch Reformed Church Youth Welfare Amersfoort] and requested<br />

them to complete the set of questi<strong>on</strong>s stated above. The follow<strong>in</strong>g 18 AMKs resp<strong>on</strong>ded to this<br />

request: Friesland, Gr<strong>on</strong><strong>in</strong>gen, Drenthe, Overijssel, Gelderland, Flevoland, Utrecht, Noord-Holland,<br />

Rotterdam Noordoever, Haaglanden, Zuid-Holland, West-Brabant, Midden-Brabant, Zuidoost-Brabant,<br />

Noordoost-Brabant – Den Bosch, Noordoost-Brabant – Oss/Uden, Noord- and Midden-Limburg and<br />

Zuid-Limburg. The Noord- and Midden-Limburg and Zuid-Limburg AMKs completed <strong>on</strong>e set of questi<strong>on</strong>s<br />

between them, mean<strong>in</strong>g that the research is based <strong>on</strong> 17 completed sets of questi<strong>on</strong>s, which are<br />

c<strong>on</strong>sidered representative of all AMKs <strong>in</strong> the Netherlands.<br />

2 The Public Prosecuti<strong>on</strong> Service data and Investigati<strong>on</strong> & Research<br />

and Policy Database for Judicial Documentati<strong>on</strong> study<br />

Research method<br />

The <strong>in</strong>formati<strong>on</strong> <strong>in</strong> §3.5.4.1, §3.5.4.2 and §3.5.4.4 is based <strong>on</strong> data from the Public Prosecuti<strong>on</strong> Service;<br />

this is the nati<strong>on</strong>al pool of data that c<strong>on</strong>ta<strong>in</strong>s <strong>in</strong>formati<strong>on</strong> from the district court public prosecutor’s<br />

offices and courts about the prosecuti<strong>on</strong> and trial of suspects and c<strong>on</strong>victed perpetrators <strong>in</strong><br />

the first <strong>in</strong>stance. The total pool of data from the Public Prosecuti<strong>on</strong> Service enables the cases to be<br />

selected <strong>in</strong> which (am<strong>on</strong>gst others) the offence of child pornography has been recorded (Article 240b<br />

of the Dutch Crim<strong>in</strong>al Code). The sec<strong>on</strong>dary analyses of the subcategory of data c<strong>on</strong>cern<strong>in</strong>g ‘child<br />

pornography’ were carried out by the Statistical Informati<strong>on</strong> and Policy Analysis Divisi<strong>on</strong> [Statistische<br />

Informatie en Beleidsanalyse (SIBA)] of the Research and Documentati<strong>on</strong> Centre [Wetenschappelijk Onderzoek-<br />

en Documentatiecentrum (WODC)]. This also applies to the <strong>in</strong>formati<strong>on</strong> derived from the Research and<br />

Policy Database for Judicial Documentati<strong>on</strong> (§3.5.4.3). The Research and Policy Database for Judicial<br />

Documentati<strong>on</strong> is a database <strong>in</strong>tended for academic research, and the development and m<strong>on</strong>itor<strong>in</strong>g<br />

of policy. The database is updated periodically with <strong>in</strong>formati<strong>on</strong> from the Crim<strong>in</strong>al Records System<br />

[Justitieel Documentatiesysteem (JDS)].<br />

Comments regard<strong>in</strong>g the statistics<br />

It is possible that the data presented <strong>in</strong> §3.5.4 orig<strong>in</strong>at<strong>in</strong>g from the subcategory of data c<strong>on</strong>cern<strong>in</strong>g ‘child<br />

pornography’ does not c<strong>on</strong>cern all <strong>in</strong>dividuals suspected and c<strong>on</strong>victed of child pornography offences.<br />

In <strong>in</strong>dividual cases, it is sometimes the case that when charges are made for multiple offences, <strong>on</strong>ly<br />

the first offence is registered <strong>in</strong> the Public Prosecuti<strong>on</strong> Service records. 2 In additi<strong>on</strong> to this, data from<br />

the Public Prosecuti<strong>on</strong> Service is not up to date and is therefore <strong>in</strong>complete, <strong>in</strong> particular with regard<br />

2 Incidentally: <strong>on</strong>ly primary offences for which charges are made are <strong>in</strong>cluded <strong>in</strong> data recorded by the<br />

Public Prosecuti<strong>on</strong> Service. However, c<strong>on</strong>sider<strong>in</strong>g the fact that it is highly unlikely that a charge is made<br />

for an offence relat<strong>in</strong>g to child pornography as an alternative to another crim<strong>in</strong>al offence, this is not<br />

important for the child pornography offences that have been recorded.
