<strong>in</strong>volved who have committed a hands-<strong>on</strong> offence up<strong>on</strong> a victim, such as sexual abuse or the producti<strong>on</strong><br />

of child abuse material – that if offenders re-establish themselves <strong>in</strong> the same neighbourhood, the victim<br />

will run the risk of be<strong>in</strong>g c<strong>on</strong>fr<strong>on</strong>ted with the offender. After all, it is often the case that sex offenders<br />

and victims know <strong>on</strong>e another (see §1.4.2 and §1.4.3). However, a new place of residence for a c<strong>on</strong>victed<br />

sex offender can also present risks. It is possible that <strong>in</strong>stituti<strong>on</strong>s and <strong>in</strong>dividuals with an identify<strong>in</strong>g role<br />

will lose sight of him, result<strong>in</strong>g <strong>in</strong> a failure of supervisi<strong>on</strong>, which means that it is possible for a repeat<br />

offence to occur. As outl<strong>in</strong>ed <strong>in</strong> the box below, scenario teams, such as those <strong>in</strong> Friesland, attend specifically<br />

to the requirements of (potential) victims <strong>in</strong> the event of social unrest regard<strong>in</strong>g sex offenders. The<br />

deployment of dual-track or multiple-track teams also works to safeguard the <strong>in</strong>terests of the victim. 561<br />

Specialised knowledge and tra<strong>in</strong><strong>in</strong>g<br />

Specialisati<strong>on</strong>, knowledge and tra<strong>in</strong><strong>in</strong>g are important. As far as specialised knowledge and m<strong>on</strong>itor<strong>in</strong>g<br />

are c<strong>on</strong>cerned, the probati<strong>on</strong> and after-care service is, just like its partners <strong>in</strong> the crim<strong>in</strong>al justice process<br />

– the police, and the Public Prosecuti<strong>on</strong> Service – c<strong>on</strong>stantly <strong>in</strong>creas<strong>in</strong>g the extent of its specialism<br />

<strong>in</strong> sexual abuse. 562 This is evident <strong>in</strong> the facilitati<strong>on</strong> of separate sexual abuse programmes (COSA) 563 and<br />

programmes <strong>in</strong> which there is attenti<strong>on</strong> for the specific issues <strong>in</strong>volved with regard to sex offenders. 564<br />

However, it will prove a challenge for supervis<strong>in</strong>g bodies and caseworkers to obta<strong>in</strong> and ma<strong>in</strong>ta<strong>in</strong> knowledge<br />

about the digital aspects that, from the nature of the case, have a necessary role <strong>in</strong> the behaviour of<br />

offenders, and that must therefore also receive the necessary attenti<strong>on</strong> <strong>in</strong> the supervisi<strong>on</strong> and treatment<br />

of these offenders.<br />

Rais<strong>in</strong>g public awareness<br />

The reacti<strong>on</strong>s from members of society towards sex offenders <strong>in</strong> cases <strong>in</strong>volv<strong>in</strong>g victims who are m<strong>in</strong>ors<br />

are understandable, but are sometimes based <strong>on</strong> <strong>in</strong>accurate percepti<strong>on</strong>s and <strong>in</strong>correct <strong>in</strong>formati<strong>on</strong>. It<br />

is important to provide the public with <strong>in</strong>formati<strong>on</strong>, and this can take place <strong>on</strong> a nati<strong>on</strong>al or local level.<br />
