Internet users may (unwill<strong>in</strong>gly) encounter child abuse material <strong>on</strong> the Internet and they can report<br />

this c<strong>on</strong>tent that they have identified to the privately-run Hotl<strong>in</strong>e Combat<strong>in</strong>g <str<strong>on</strong>g>Child</str<strong>on</strong>g> <str<strong>on</strong>g>Pornography</str<strong>on</strong>g> <strong>on</strong><br />

the Internet and/or the Cyber Crime Report<strong>in</strong>g Website run by the police. It is important that material<br />

that has been reported is removed by ISPs as so<strong>on</strong> as possible. In order to ensure that this happens, the<br />

agreements between the Hotl<strong>in</strong>e Combat<strong>in</strong>g <str<strong>on</strong>g>Child</str<strong>on</strong>g> <str<strong>on</strong>g>Pornography</str<strong>on</strong>g> <strong>on</strong> the Internet and the police must be<br />

revised. The British counterpart hotl<strong>in</strong>e, the Internet Watch Foundati<strong>on</strong>, may serve as an example <strong>in</strong> this<br />

regard. It may be possible to c<strong>on</strong>sider expand<strong>in</strong>g the remit of the Hotl<strong>in</strong>e Combat<strong>in</strong>g <str<strong>on</strong>g>Child</str<strong>on</strong>g> <str<strong>on</strong>g>Pornography</str<strong>on</strong>g><br />

<strong>on</strong> the Internet, for example to extend to m<strong>on</strong>itor<strong>in</strong>g and/or shutt<strong>in</strong>g down forums and networks – possibly<br />

with<strong>in</strong> the scope of the Stop it Now! project.<br />

4.2.3.4 Detecti<strong>on</strong><br />

<str<strong>on</strong>g>Child</str<strong>on</strong>g> abuse material <strong>in</strong> the hands of the police forms the evidence that sexual abuse has taken place. The<br />

focus <strong>in</strong> the crim<strong>in</strong>al <strong>in</strong>vestigati<strong>on</strong> must still be up<strong>on</strong> victim identificati<strong>on</strong>, however. That is also the case<br />

<strong>in</strong> theory, but practice has shown that this approach is successful <strong>in</strong> <strong>on</strong>ly a few cases. The police have little<br />

<strong>in</strong>formati<strong>on</strong> a priori <strong>in</strong> relati<strong>on</strong> to a potential perpetrator, and it is often noth<strong>in</strong>g more than an <strong>in</strong>ternet<br />

identity. The <strong>in</strong>formati<strong>on</strong> that they obta<strong>in</strong> is <strong>on</strong>ly an IP address at which activities c<strong>on</strong>nected with child<br />

pornography take place. It is not known whether (a) victim(s) is/are <strong>in</strong>volved at this po<strong>in</strong>t. However,<br />

the police are c<strong>on</strong>fr<strong>on</strong>ted with hundreds of proposals for <strong>in</strong>vestigati<strong>on</strong> every year, and c<strong>on</strong>sequently it<br />

is difficult to achieve the shift <strong>in</strong> focus from tackl<strong>in</strong>g possessors to actually tackl<strong>in</strong>g the producers. As a<br />

result of this, search<strong>in</strong>g for victims of sexual violence via the Internet is not very effective. C<strong>on</strong>versely,<br />

every victim who is found means that the effort expended is justified. It is hoped that the new police<br />

structure may perhaps offer a soluti<strong>on</strong>.<br />

The new structure should certa<strong>in</strong>ly comb<strong>in</strong>e sex offence specialisms with digital and tactical expertise.<br />

The use of additi<strong>on</strong>al capacity is essential <strong>in</strong> this regard. The M<strong>in</strong>ister for Security and Justice has announced<br />

that additi<strong>on</strong>al capacity will be made available to tackle child pornography. The way <strong>in</strong> which<br />

this capacity is to be divided up must be taken <strong>in</strong>to account. The pool<strong>in</strong>g of expertise and competencies<br />

could also improve efficacy. The multi-discipl<strong>in</strong>ary team of the KLPD under the management of the<br />

team leader from the Team High Tech Crime uses a perpetrator-oriented approach (analysis of e-mail<br />

and chatroom traffic of perpetrators), which has added an additi<strong>on</strong>al dimensi<strong>on</strong> to the work<strong>in</strong>g process.<br />

The Team Beeld en Internet [Images and Internet Team] employs a primarily victim-orientated policy (mostly<br />

analysis of the images). Perpetrator and victim-orientated detecti<strong>on</strong> activities should be comb<strong>in</strong>ed at a<br />

s<strong>in</strong>gle site, <strong>in</strong> which the competences <strong>in</strong> the digital doma<strong>in</strong> should be merged with sex offence specialisms.<br />

Perpetrator networks must be fully <strong>in</strong>vestigated, as part of which the children appear<strong>in</strong>g <strong>in</strong> images<br />

of sexual abuse must also be taken <strong>in</strong>to account. Less<strong>on</strong>s learnt from the successful collaborati<strong>on</strong> <strong>in</strong> the<br />

Amsterdam sexual abuse case can be applied <strong>in</strong> this regard.<br />

A soluti<strong>on</strong> will also need to be found to two important challenges to the new police structure. The<br />

first challenge <strong>in</strong>volves prioritisati<strong>on</strong>. In general, we can c<strong>on</strong>clude that the majority of the regi<strong>on</strong>al<br />

police forces and the BRTs focus their activities <strong>on</strong> the process<strong>in</strong>g of <strong>in</strong>vestigati<strong>on</strong>s without carry<strong>in</strong>g<br />

out a more detailed <strong>in</strong>vestigati<strong>on</strong> <strong>in</strong>to the abuse. The TBI prioritises its work <strong>in</strong> c<strong>on</strong>juncti<strong>on</strong> with the<br />

nati<strong>on</strong>al coord<strong>in</strong>at<strong>in</strong>g public prosecutor <strong>in</strong> child pornography cases, but this prioritisati<strong>on</strong> has been<br />

neither standardised nor described. The sec<strong>on</strong>d challenge is the number of pend<strong>in</strong>g cases which forms<br />

a burden for the police and the judicial authorities. The proposed new structure does not (yet) offer any<br />

<strong>in</strong>sight <strong>in</strong>to the way <strong>in</strong> which those cases could be worked through, other than adopt<strong>in</strong>g the alternative<br />

means of settl<strong>in</strong>g cases. No analysis of the nature of the pend<strong>in</strong>g cases is available, and c<strong>on</strong>sequently
