parties <strong>in</strong> a more <strong>in</strong>tegrated manner”. 788 The NCSS seems to focus predom<strong>in</strong>antly <strong>on</strong> the combat<strong>in</strong>g<br />
of new forms of crime that could not have come about without ICT (“new tools, [for] new<br />
crimes”, such as measures to tackle botnets) and to a lesser extent <strong>on</strong> c<strong>on</strong>venti<strong>on</strong>al forms of crime<br />
that were carried out with the help of ICT (“old crimes, new tools”, such as forms of terrorism).<br />
The government <strong>in</strong>tends to br<strong>in</strong>g together public and private parties <strong>in</strong> a <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> Cyber Security<br />
Centre, which is yet to be founded. It would be desirable if measures for tackl<strong>in</strong>g child pornography<br />
– and <strong>on</strong>l<strong>in</strong>e sexual violence aga<strong>in</strong>st children <strong>in</strong> more general terms – were also <strong>in</strong>cluded<br />
with<strong>in</strong> the remit of the NCSS, similarly to the way <strong>in</strong> which the topic of child pornography already<br />
fits with<strong>in</strong> the <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> Infrastructure for tackl<strong>in</strong>g cybercrime (NICC) 789 and of the European<br />
Cybercrime Centre 790 , which is yet to be founded. Public-private sector partnerships, <strong>in</strong>clud<strong>in</strong>g<br />
NGOs, will also assume an explicit role <strong>in</strong> the latter, European-wide, centre. The knowledge and<br />
experience of parties participat<strong>in</strong>g <strong>in</strong> the NCSS may be very valuable for the purpose of tackl<strong>in</strong>g<br />
child pornography. These could <strong>in</strong>clude products and <strong>in</strong>sights ga<strong>in</strong>ed from the research projects<br />
Recogniti<strong>on</strong> of Digital Informati<strong>on</strong> and F<strong>in</strong>gerpr<strong>in</strong>t<strong>in</strong>g [Herkenn<strong>in</strong>g Digitale Informatie en F<strong>in</strong>gerpr<strong>in</strong>t<strong>in</strong>g,<br />
HDIeF] 791 and Terrorism <strong>on</strong> the Internet 792 [Terrorisme op Internet], which were carried out by the<br />
<str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> Coord<strong>in</strong>ator for Counterterrorism and Security[Nati<strong>on</strong>aal Coörd<strong>in</strong>ator Terrorismebestrijd<strong>in</strong>g<br />
en Veiligheid, NCTV].<br />
The majority of public-private sector partnerships <strong>in</strong>volve companies and NGOs work<strong>in</strong>g together<br />
with government services. Partnerships c<strong>on</strong>sist<strong>in</strong>g of companies am<strong>on</strong>gst themselves, or partnerships<br />
between companies and NGOs, are less comm<strong>on</strong>. These usually <strong>in</strong>volve <strong>in</strong>formati<strong>on</strong> and awareness-rais<strong>in</strong>g<br />
projects, which are described <strong>in</strong> §3.2. The list is not complete, but the acti<strong>on</strong>s described<br />
below show that much is already be<strong>in</strong>g d<strong>on</strong>e <strong>in</strong> the field of public-private sector partnerships <strong>in</strong> relati<strong>on</strong><br />
to child pornography. There is, however, a lack of coherence with regard to a number of po<strong>in</strong>ts.<br />
Where possible, public-private sector partnerships need to be built <strong>on</strong> exist<strong>in</strong>g <strong>in</strong>itiatives and if necessary,<br />
new <strong>in</strong>itiatives could be developed, for example with regard to measures for tackl<strong>in</strong>g (post)<br />
adolescent child pornography and the <strong>in</strong>volvement of the Internet community. The cross-border<br />
character of many public-private sector partnerships means that it is necessary to place c<strong>on</strong>siderable<br />
emphasis up<strong>on</strong> <strong>in</strong>ternati<strong>on</strong>al co-operati<strong>on</strong>. For almost all forms of public-private sector partnerships,<br />
it is the case that the acti<strong>on</strong>s that result from this are most effective if they are co-ord<strong>in</strong>ated <strong>on</strong> an<br />
<strong>in</strong>ternati<strong>on</strong>al level.<br />
