an (<strong>in</strong>ternal) case law database with regard to child pornography cases, but also serves as a helpdesk for<br />
courts <strong>in</strong> the rest of the country. 381<br />
In crim<strong>in</strong>al cases related to child pornography, images are not <strong>in</strong>cluded <strong>in</strong> the dossier as standard, as the<br />
Public Prosecuti<strong>on</strong> Service wants to m<strong>in</strong>imise the risk of the material be<strong>in</strong>g further distributed. Instead<br />
of <strong>in</strong>clud<strong>in</strong>g images <strong>in</strong> the dossier, the police describe what is depicted <strong>on</strong> the material <strong>in</strong> an official<br />
report, and expla<strong>in</strong> why the material c<strong>on</strong>stitutes a child pornography offence. The sample images (<strong>in</strong><br />
pr<strong>in</strong>ciple, a maximum of 25) that have been selected are made available to the public prosecutor <strong>in</strong> a<br />
form that is to be decided <strong>on</strong> <strong>in</strong> c<strong>on</strong>sultati<strong>on</strong> with the public prosecutor, who treats them as documentary<br />
evidence, and who is able to show these to the members of the sessi<strong>on</strong> prior to the sessi<strong>on</strong> or dur<strong>in</strong>g<br />
the sessi<strong>on</strong>, if necessary. These exhibits are not added to the dossier and the public prosecutor rega<strong>in</strong>s<br />
possessi<strong>on</strong> of them after the sessi<strong>on</strong>. 382 A new method of describ<strong>in</strong>g images <strong>in</strong> an official report and a<br />
standard form of <strong>in</strong>dictment are currently be<strong>in</strong>g implemented. The aim of these measures is to enable<br />
an entire collecti<strong>on</strong> to be described <strong>in</strong> a more effective manner. 383 ’ 384<br />
Victims <strong>in</strong> crim<strong>in</strong>al proceed<strong>in</strong>gs 385<br />
Images of victims will rema<strong>in</strong> <strong>in</strong> circulati<strong>on</strong> <strong>on</strong> the Internet, and for this reas<strong>on</strong> the possibility of l<strong>in</strong>k<strong>in</strong>g<br />
a name with an image must be prevented as much as possible. For victims of child pornography,<br />
an<strong>on</strong>ymity is always of great importance, and therefore the identity and pers<strong>on</strong>al details of victims need<br />
to be protected as much as possible. 386<br />
