to digital signs of sexual violence aga<strong>in</strong>st children;<br />
identificati<strong>on</strong> of perpetrators, see preventi<strong>on</strong>; identificati<strong>on</strong><br />
of material, see public-private sector partnerships.<br />
Comb<strong>in</strong>e offender-oriented and victim-oriented detecti<strong>on</strong><br />
with<strong>in</strong> a s<strong>in</strong>gle nati<strong>on</strong>al police unit; always <strong>in</strong>vestigate<br />
networks of offenders comprehensively; always<br />
seize data storage media of those suspected of sexual<br />
abuse; explore the possibility of mak<strong>in</strong>g arrangements <strong>in</strong><br />
relati<strong>on</strong> to limit<strong>in</strong>g the <strong>in</strong>ternati<strong>on</strong>al <strong>in</strong>flux of proposals<br />
for <strong>in</strong>vestigati<strong>on</strong>; make the efficacy of detecti<strong>on</strong> transparent<br />
by register<strong>in</strong>g identified victims.<br />
Also c<strong>on</strong>sider mak<strong>in</strong>g child pornography part of the remit<br />
of the <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> Public Prosecutor’s Office; <strong>in</strong>vestigate<br />
the possibility of extend<strong>in</strong>g the legal provisi<strong>on</strong>s for (<strong>in</strong>)<br />
direct victims, such as the right to speak, compensati<strong>on</strong><br />
and an<strong>on</strong>ymity.<br />
Develop expertise with regard to and provide an assistance<br />
package for the c<strong>on</strong>sequences of the producti<strong>on</strong> of child<br />
abuse material (sexual abuse) as well as the distributi<strong>on</strong><br />
and possessi<strong>on</strong> of such material.<br />
Investigate the possibilities of central c<strong>on</strong>trol for supervisi<strong>on</strong><br />
<strong>on</strong> a case-level, as exists <strong>in</strong> the United K<strong>in</strong>gdom;<br />
improve risk assessment <strong>in</strong>struments (dist<strong>in</strong>cti<strong>on</strong> between<br />
those who view child abuse material and hands-<strong>on</strong><br />
offenders; record digital data); <strong>in</strong>vestigate the desirability<br />
of limit<strong>in</strong>g access to the Internet. Develop low-<strong>in</strong>tensity<br />
<strong>in</strong>terventi<strong>on</strong>s for low-risk viewers of child abuse material.<br />
Safeguard public-private sector partnerships with<strong>in</strong> a<br />
platform (<strong>on</strong>ce aga<strong>in</strong>) and give directi<strong>on</strong> to these partnerships,<br />
which <strong>in</strong>cludes optimisati<strong>on</strong> of the notice and<br />
take-down regulati<strong>on</strong>.
