Implementati<strong>on</strong><br />

provides a central entry po<strong>in</strong>t that enables young people to seek specific help. The parties <strong>in</strong>volved<br />

hope to be able to launch a basic versi<strong>on</strong> of the <strong>on</strong>l<strong>in</strong>e report<strong>in</strong>g butt<strong>on</strong> <strong>in</strong> the autumn of 2011. This<br />

butt<strong>on</strong> can be downloaded as an applicati<strong>on</strong> and is suitable for the major Internet browsers. Whenever<br />

a young pers<strong>on</strong> clicks <strong>on</strong> the report<strong>in</strong>g butt<strong>on</strong> he/she is taken to a website where he/she can<br />

submit a specific request for help and be referred to a care agency, which can be c<strong>on</strong>tacted (usually<br />

an<strong>on</strong>ymously) by teleph<strong>on</strong>e, e-mail or chat facility (depend<strong>in</strong>g <strong>on</strong> the service provided by the body<br />

c<strong>on</strong>cerned). 197 The basic versi<strong>on</strong> will then be gradually developed further. A report<strong>in</strong>g butt<strong>on</strong> will also<br />

be developed that websites can embed <strong>in</strong>to their own c<strong>on</strong>tent. This will enable young people to click<br />

directly <strong>on</strong> the report<strong>in</strong>g butt<strong>on</strong> whenever they visit a website <strong>in</strong> order to call for help with their issue.<br />

3.3.2.3 <str<strong>on</strong>g>Child</str<strong>on</strong>g> Abuse Counsell<strong>in</strong>g and Report<strong>in</strong>g Centre 198<br />

There are 21 <str<strong>on</strong>g>Child</str<strong>on</strong>g> Abuse Counsell<strong>in</strong>g and Report<strong>in</strong>g Centres (AMKs) <strong>in</strong> the Netherlands that form a po<strong>in</strong>t<br />

of c<strong>on</strong>tact of the Youth Care Agencies. Any<strong>on</strong>e who knows of or suspects an <strong>in</strong>cidence of child abuse, 199<br />

<strong>in</strong>clud<strong>in</strong>g sexual violence, may c<strong>on</strong>tact an AMK. The AMK can provide advice that may be followed by a<br />

c<strong>on</strong>sultati<strong>on</strong>, or it can launch an <strong>in</strong>vestigati<strong>on</strong>. In the case of the former, the <strong>in</strong>dividual who has c<strong>on</strong>tacted<br />

the AMK rema<strong>in</strong>s resp<strong>on</strong>sible for tak<strong>in</strong>g further acti<strong>on</strong>. If the AMK launches an <strong>in</strong>vestigati<strong>on</strong>, a<br />

notificati<strong>on</strong> report is deemed to have been made, and the resp<strong>on</strong>sibility lies with the AMK. If it emerges<br />

from the <strong>in</strong>vestigati<strong>on</strong> by the AMK that child abuse has taken place, the AMK will ensure that the necessary<br />

assistance and protecti<strong>on</strong> is provided. Reports of child abuse to the AMK are most frequently (and<br />

<strong>in</strong>creas<strong>in</strong>gly) sent by professi<strong>on</strong>als work<strong>in</strong>g <strong>in</strong> close proximity to m<strong>in</strong>ors 200 (such as educati<strong>on</strong>al <strong>in</strong>stituti<strong>on</strong>s,<br />

doctors, hospitals, youth healthcare <strong>in</strong>stituti<strong>on</strong>s, the police 201 and so forth).<br />

Record<strong>in</strong>g of data by the <str<strong>on</strong>g>Child</str<strong>on</strong>g> Abuse Counsell<strong>in</strong>g and Report<strong>in</strong>g Centres<br />

In 2009, the AMKs dispensed advice <strong>in</strong> relati<strong>on</strong> to sexual abuse 202 <strong>on</strong> more than 1,740 separate occasi<strong>on</strong>s<br />

203 and lent support <strong>in</strong> more than 750 cases 204 <strong>in</strong> a c<strong>on</strong>sultati<strong>on</strong> c<strong>on</strong>cern<strong>in</strong>g sexual abuse. 205 In<br />
