rope. 343 What is strik<strong>in</strong>g is the absence of black children <strong>in</strong> child abuse material. The precise reas<strong>on</strong> for<br />

this is unclear. It has emerged from <strong>in</strong>terviews with perpetrators that many collectors have a preference<br />

for slim white children, whereby the genitals are clearly visible and sec<strong>on</strong>dary sexual characteristics have<br />

not yet developed. 344<br />

<str<strong>on</strong>g>Child</str<strong>on</strong>g> sex tourism<br />

As already described <strong>in</strong> 1.4.2, many perpetrators of the producti<strong>on</strong> of child abuse material are<br />

known to their victims, <strong>in</strong> view of the fact that a large proporti<strong>on</strong> of material is produced with<strong>in</strong><br />

the domestic circle. 345 However, images are <strong>in</strong>creas<strong>in</strong>gly cropp<strong>in</strong>g up that were made <strong>on</strong> locati<strong>on</strong><br />

by child sex tourists. 346 <str<strong>on</strong>g>Child</str<strong>on</strong>g> sex tourism is the sexual abuse of m<strong>in</strong>ors by tourists 347 and encompasses<br />

three scenarios of abuse: (1) child prostituti<strong>on</strong>; (2) n<strong>on</strong>-prostituti<strong>on</strong>-related paedosexual<br />

abuse and (3) the producti<strong>on</strong> of child abuse material. 348 The latter forms a frequently occurr<strong>in</strong>g<br />

element with<strong>in</strong> the c<strong>on</strong>text of child sex tourism. 349 In a study c<strong>on</strong>ducted by ECPAT Internati<strong>on</strong>al,<br />

practically all resp<strong>on</strong>dents (m<strong>in</strong>ors work<strong>in</strong>g <strong>in</strong> the child sex tourism <strong>in</strong>dustry <strong>in</strong> Nepal and the Czech<br />

Republic) stated that they had been photographed naked at some po<strong>in</strong>t by <strong>on</strong>e or more tourists<br />

or had been asked by <strong>on</strong>e or more tourists to pose naked for them for the purpose of produc<strong>in</strong>g<br />

abusive material. 350<br />

Parents as victims<br />

An element that often c<strong>on</strong>t<strong>in</strong>ues to be neglected <strong>in</strong> the literature <strong>on</strong> victimisati<strong>on</strong> as a result of sexual<br />

abuse or child pornography is the (<strong>in</strong>direct) victimisati<strong>on</strong> of the parents of child victims. 351 For example,<br />

family members may f<strong>in</strong>d themselves struggl<strong>in</strong>g with various psychological c<strong>on</strong>diti<strong>on</strong>s, <strong>in</strong>clud<strong>in</strong>g<br />

depressi<strong>on</strong>, feel<strong>in</strong>gs of guilt, shame and symptoms of grief. 352 If the victims are very young, it is often<br />

expected that the traumatic impact up<strong>on</strong> the parents is greater than up<strong>on</strong> the child him/herself. 353 If a<br />

case c<strong>on</strong>cerns abuse that took place with<strong>in</strong> the family, additi<strong>on</strong>al situati<strong>on</strong>al factors or ‘stressors’ come<br />

<strong>in</strong>to play al<strong>on</strong>gside the aforementi<strong>on</strong>ed traumatic effects, which exacerbate the trauma suffered by the<br />

n<strong>on</strong>-offend<strong>in</strong>g parent(s). One example of this is the loss of a partner or family member (the abuser). 354<br />

Furthermore, n<strong>on</strong>-offend<strong>in</strong>g mothers or mother-figures <strong>in</strong> particular have to c<strong>on</strong>tend with criticism;<br />

they are regarded as passive and <strong>in</strong>different and they are frequently blamed for hav<strong>in</strong>g allowed the abuse<br />

to take place. 355<br />
