and a registrati<strong>on</strong> system for staff of day nurseries. Although the Gunn<strong>in</strong>g Committee c<strong>on</strong>cerned itself<br />
exclusively with day nurseries, it could or should also be possible to apply such measures <strong>in</strong> other sectors<br />
<strong>in</strong> which people work with children.<br />
Public preventi<strong>on</strong><br />
A fourth target group that can form the focus of preventi<strong>on</strong> measures is the general public. Although<br />
the general public are well aware of the phenomena of child sexual abuse and child pornography, many<br />
misc<strong>on</strong>cepti<strong>on</strong>s exist <strong>in</strong> relati<strong>on</strong> to perpetrators and victims of such offences. Moreover, detailed report<strong>in</strong>g<br />
of major abuse cases can give rise to anxiety am<strong>on</strong>gst the public, whilst they are not given the<br />
means to protect themselves and their children from abuse. To this end, it could be useful to take an<br />
approach such as that of a public health model, <strong>in</strong> which sexual abuse of children is viewed with<strong>in</strong> the<br />
broader c<strong>on</strong>text of public health. Such a model can focus up<strong>on</strong> educati<strong>on</strong> and the identificati<strong>on</strong> of risks,<br />
and it can also target perpetrators. The absence of accurate <strong>in</strong>formati<strong>on</strong> and the attitude of the public<br />
towards paedophilia can make the exist<strong>in</strong>g barriers for paedophiles to seek help even greater. In order<br />
to overcome these obstacles and actually achieve a preventative effect, it is important that the public is<br />
<strong>in</strong>formed of the nature of victims and perpetrators. As yet, no such approach is used <strong>in</strong> the Netherlands.<br />
3.3 Identificati<strong>on</strong> & record<strong>in</strong>g<br />
In the previous paragraph (§3.2), we discussed the primary and sec<strong>on</strong>dary preventi<strong>on</strong> of sexual violence<br />
aga<strong>in</strong>st children, <strong>in</strong>clud<strong>in</strong>g child pornography. Dur<strong>in</strong>g that particular discussi<strong>on</strong>, the preventi<strong>on</strong><br />
of sexual violence is focused up<strong>on</strong> up to the po<strong>in</strong>t at which sexual violence – offl<strong>in</strong>e and/or <strong>on</strong>l<strong>in</strong>e 101 –<br />
actually took place. From that po<strong>in</strong>t <strong>on</strong>wards, it is important to prevent recidivism and revictimisati<strong>on</strong><br />
from occurr<strong>in</strong>g, or <strong>in</strong> other words, to ensure that tertiary preventi<strong>on</strong> measures are taken, <strong>in</strong> accordance<br />
with Smallb<strong>on</strong>e’s preventi<strong>on</strong> model. 102 The identificati<strong>on</strong> of sexual violence aga<strong>in</strong>st children and, more<br />
specifically, child abuse material, forms a part of tertiary preventi<strong>on</strong> that is str<strong>on</strong>gly emphasized. After<br />
all, if sexual violence is not noticed, it is not possible to take any <strong>in</strong>terventi<strong>on</strong> measures <strong>in</strong> order to prevent<br />
further violence. Tertiary preventi<strong>on</strong> therefore beg<strong>in</strong>s with recognis<strong>in</strong>g the <strong>in</strong>dicators and further to<br />
this, report<strong>in</strong>g them to the appropriate authorities. In this secti<strong>on</strong> we will expla<strong>in</strong> these measures with<br />
regard to the situati<strong>on</strong> <strong>in</strong> the Netherlands. In this regard we will also exam<strong>in</strong>e the extent to which the<br />
authorities <strong>in</strong>volved are ‘digitally aware’, ‘digitally accessible’ and ‘digitally competent’, as these all form<br />
requisites that will enable the authorities to c<strong>on</strong>nect with the present liv<strong>in</strong>g envir<strong>on</strong>ment of children/<br />
young people. 103 The <strong>in</strong>terventi<strong>on</strong>s that are used – as a result of <strong>in</strong>dicators be<strong>in</strong>g reported – <strong>in</strong> order<br />
to prevent further sexual violence will be discussed <strong>in</strong> the secti<strong>on</strong> <strong>on</strong> after-care and m<strong>on</strong>itor<strong>in</strong>g (§3.6).<br />
This secti<strong>on</strong> will focus exclusively <strong>on</strong> the stage of identificati<strong>on</strong> with<strong>in</strong> the scope of tertiary preventi<strong>on</strong><br />
of child pornography, or <strong>in</strong> a broader c<strong>on</strong>text, of sexual violence aga<strong>in</strong>st children. Identificati<strong>on</strong> can<br />
take place with respect to perpetrators, victims and/or c<strong>on</strong>tent, and this secti<strong>on</strong> is structured accord<strong>in</strong>g<br />
to these dist<strong>in</strong>cti<strong>on</strong>s. In §3.3.1, the identificati<strong>on</strong> of perpetrators will be described, and <strong>in</strong> §3.3.2 we will<br />
look at the identificati<strong>on</strong> of victims. Both sub-secti<strong>on</strong>s aim to answer the follow<strong>in</strong>g questi<strong>on</strong>s:<br />
