The team <strong>in</strong> the ‘test bed’ also worked <strong>on</strong> alternative means of settlement under the name “Do<strong>in</strong>g<br />
Noth<strong>in</strong>g is Not an Opti<strong>on</strong>” [Niets Doen Is Geen Optie] (INDIGO) (see §3.5.1), such as mandatory<br />
care provisi<strong>on</strong> for <strong>in</strong>dividuals who view child abuse material. Such a case would not immediately<br />
give rise to crim<strong>in</strong>al proceed<strong>in</strong>gs. Not <strong>on</strong>ly is the aim to settle these cases more efficiently, but to<br />
solve them more effectively. This applies to first offenders <strong>in</strong> particular. Mandatory care provisi<strong>on</strong><br />
provides an opportunity to dissuade those who possess material from becom<strong>in</strong>g <strong>in</strong>volved with<br />
child pornography aga<strong>in</strong>, thereby limit<strong>in</strong>g the number of crim<strong>in</strong>al cases as a result. This method of<br />
work<strong>in</strong>g can also have a preventative effect. 282<br />
It is clear he workload is c<strong>on</strong>t<strong>in</strong>uously <strong>in</strong>creas<strong>in</strong>g and that accord<strong>in</strong>g to the authors of the Korpsm<strong>on</strong>itor<br />
2009, the current c<strong>on</strong>figurati<strong>on</strong> is <strong>in</strong>adequate. 283 This has been c<strong>on</strong>firmed <strong>on</strong>ce aga<strong>in</strong> <strong>in</strong><br />
the Korpsm<strong>on</strong>itor 2010. 284 Experiments such as those performed <strong>in</strong> the Zambezi test bed provide an<br />
<strong>in</strong>sight <strong>in</strong>to the future. 285 One effect of the Zambezi test bed is that the digital process <strong>in</strong> Rotterdam<br />
is sufficiently organised. New digital developments aris<strong>in</strong>g from the test bed and the <strong>in</strong>vestigati<strong>on</strong><br />
<strong>in</strong> the digital doma<strong>in</strong> are set to become reality <strong>in</strong> the very near future. 286 The test bed has s<strong>in</strong>ce<br />
come to an end.<br />
There is a great deal of variati<strong>on</strong> am<strong>on</strong>gst the regi<strong>on</strong>al police forces and it is therefore not easy to provide<br />
a descripti<strong>on</strong> of an average regi<strong>on</strong>al force. In some regi<strong>on</strong>s, the subject is given priority, whilst <strong>in</strong><br />
others hardly any attenti<strong>on</strong> is paid to it. The technical facilities likewise vary. 287 No work<strong>in</strong>g processes<br />
have been developed <strong>in</strong> relati<strong>on</strong> to child pornography. Many regi<strong>on</strong>al police forces make some use of<br />
standardised work<strong>in</strong>g processes. However, some regi<strong>on</strong>al forces make a c<strong>on</strong>tributi<strong>on</strong> towards develop<strong>in</strong>g<br />
standard procedures, such as Twente (hav<strong>in</strong>g developed an items seizure module and a standard<br />
official report) and Rotterdam (hav<strong>in</strong>g developed a prioritisati<strong>on</strong> model and a standard procedure for<br />
<strong>in</strong>vestigati<strong>on</strong>s <strong>in</strong> the digital doma<strong>in</strong>). Many of the activities are undertaken at the <strong>in</strong>dividual <strong>in</strong>vestigator’s<br />
discreti<strong>on</strong>. 288 It is also the case that six different structures exist with<strong>in</strong> the 25 regi<strong>on</strong>al police forces.<br />
Some forces, such as TIJN, 289 Limburg-Zuid, Rotterdam and Amsterdam, for example, have a specialised<br />
child pornography team (<strong>in</strong> which sex offence <strong>in</strong>vestigators are tasked solely with <strong>in</strong>vestigat<strong>in</strong>g cases of<br />
child pornography). Other forces have a centralised sexual offences divisi<strong>on</strong> at a s<strong>in</strong>gle site, where all sex<br />
offence <strong>in</strong>vestigators work <strong>on</strong> cases of child pornography and are supported <strong>in</strong> this work by police officers<br />
that specialise <strong>in</strong> this field (Haaglanden, Hollands-Midden, Gelderland-Zuid and Kennemerland).<br />
It is therefore not possible to produce a clear-cut picture of all organisati<strong>on</strong>al forms. F<strong>in</strong>ally, the focus<br />
of each regi<strong>on</strong>al force’s activities varies. Five of the 25 regi<strong>on</strong>al forces focus up<strong>on</strong> victim identificati<strong>on</strong>.<br />
They regard child pornography as a by-product of sexual abuse (TIJN) and/or <strong>in</strong>tend to put a stop to the<br />
offence by trac<strong>in</strong>g the victim (Amsterdam) and remov<strong>in</strong>g as many victims from the circuit as possible<br />
(Rotterdam).<br />
