The M<strong>in</strong>istry of Health, Welfare and Sport also supported the nati<strong>on</strong>al ‘Partnership to Tackle Sexual<br />

Violence.’ This partnership was launched <strong>in</strong> January 2009 by Movisie, the Rutgers Nisso Group and the<br />

Fiom (nati<strong>on</strong>al organisati<strong>on</strong> offer<strong>in</strong>g psychosocial help, <strong>in</strong>formati<strong>on</strong> and advice regard<strong>in</strong>g <strong>in</strong>tended<br />

or un<strong>in</strong>tended – or teenage – pregnancy, am<strong>on</strong>g other issues), as partners <strong>in</strong> the field and as centres<br />

of expertise, <strong>in</strong> order to work together to provide an impetus to the improvement <strong>in</strong> the preventi<strong>on</strong><br />

of and tackl<strong>in</strong>g of sexual violence. In autumn 2009, the M<strong>in</strong>istry of Health, Welfare and Sport and the<br />

M<strong>in</strong>istry of Educati<strong>on</strong>, Culture and Science provided an additi<strong>on</strong>al f<strong>in</strong>ancial <strong>in</strong>centive for new Partnership<br />

activities.<br />

As previously described, the M<strong>in</strong>istry of Health, Welfare and Sport took the <strong>in</strong>itiative, together with<br />

the M<strong>in</strong>ister for Justice and the M<strong>in</strong>ister for Youth and Families, to lay down the report<strong>in</strong>g code<br />

‘domestic violence and child abuse’ <strong>in</strong> the form of legislati<strong>on</strong>. 117 In additi<strong>on</strong>, there must be an immediate<br />

and safe shelter for all victims of violence <strong>in</strong> dependency relati<strong>on</strong>ships, therefore also for<br />

victims of sexual violence. F<strong>in</strong>ally, early, quick and effective assistance must be available so that<br />

victims and perpetrators – regardless of the nature of the violence – are able to lead lives that are<br />

free of violence. 118<br />

Recently (2010), the M<strong>in</strong>istry of Health, Welfare and Sport, together with the M<strong>in</strong>istry of Educati<strong>on</strong>,<br />

Culture and Science <strong>in</strong>vested <strong>in</strong> the sexual educati<strong>on</strong> of boys via the programme ‘Sexual health of young<br />

people’ of the Z<strong>on</strong>MW, Nederlandse organisatie voor gez<strong>on</strong>dheids<strong>on</strong>derzoek en zorg<strong>in</strong>novatie [Netherlands Organisati<strong>on</strong><br />

for Health Research and Development] 119 and the new campaign ‘Maak seks lekker duidelijk’ [‘Make<br />

sex perfectly clear’]. The M<strong>in</strong>istry of Health, Welfare and Sport extended the f<strong>in</strong>ancial support for the<br />

Partnership to Tackle Sexual Violence up until the end of 2011. Provid<strong>in</strong>g recepti<strong>on</strong> facilities and assistance<br />

to girls who are victims or who risk becom<strong>in</strong>g the victims of loverboys via the project Asja II,<br />

carried out by the treatment and expertise centre Fier Fryslân, were extended by <strong>on</strong>e and a half years by<br />

the M<strong>in</strong>istry of Security and the M<strong>in</strong>istry of Health, Welfare and Sport. 120<br />

2.5.2 Regi<strong>on</strong>al Plan to Tackle <str<strong>on</strong>g>Child</str<strong>on</strong>g> Abuse<br />

Combat<strong>in</strong>g child abuse was <strong>on</strong>e of the priorities of the M<strong>in</strong>istry of Youth and Families at the time. In June<br />

2007, the M<strong>in</strong>ister for Youth and Families sent a plan of acti<strong>on</strong> 121 to the House of Representatives, partly <strong>on</strong><br />

behalf of the M<strong>in</strong>ister of Justice, c<strong>on</strong>cern<strong>in</strong>g measures to combat child abuse, entitled ‘K<strong>in</strong>deren veilig thuis’<br />

[<str<strong>on</strong>g>Child</str<strong>on</strong>g>ren safe at home]. This plan of acti<strong>on</strong> comprised four ma<strong>in</strong> aims, namely prevent<strong>in</strong>g parents from<br />

abus<strong>in</strong>g their children, identify<strong>in</strong>g cases of child abuse, putt<strong>in</strong>g a stop to child abuse, and limit<strong>in</strong>g the<br />

harmful c<strong>on</strong>sequences of child abuse. Additi<strong>on</strong>al attenti<strong>on</strong> was devoted to improv<strong>in</strong>g identificati<strong>on</strong> and<br />
