ever, this also br<strong>in</strong>gs with it a resp<strong>on</strong>sibility for the services and products to be safe. Socially resp<strong>on</strong>sible<br />
undertak<strong>in</strong>gs <strong>on</strong> the Internet are listed as provid<strong>in</strong>g a significant c<strong>on</strong>tributi<strong>on</strong> to the preventi<strong>on</strong> and<br />
combat<strong>in</strong>g of child pornography <strong>on</strong> the Internet. 890 The first <strong>in</strong>itiatives to br<strong>in</strong>g this about have already<br />
been set <strong>in</strong> moti<strong>on</strong>. It is now important to roll out these codes of c<strong>on</strong>duct, such as the Pr<strong>in</strong>ciples of safe<br />
Internet use 891 and De juiste klik [The Right Click] 892 and to encourage companies to implement these codes<br />
of c<strong>on</strong>duct. In additi<strong>on</strong> to this, the Internet community could bear resp<strong>on</strong>sibility itself for protect<strong>in</strong>g users<br />
from child abuse material. The fact that bus<strong>in</strong>esses, <strong>in</strong>dividuals, NGOs and governments develop products<br />
and offer these (free-of-charge) does not <strong>on</strong>ly emerge from the examples <strong>in</strong> §3.8.3, but also from the<br />
Dutch browser designed for children, ‘mybee.nl’ and the search eng<strong>in</strong>e designed for children, ‘meestersipke.nl’.<br />
These resources ensure that children up to the age of eleven <strong>on</strong>ly have access to safe websites<br />
for children, and that they are, <strong>in</strong> this way, less able to quickly come <strong>in</strong>to c<strong>on</strong>tact with unwanted pers<strong>on</strong>s<br />
(groom<strong>in</strong>g) and c<strong>on</strong>tent (child abuse material). This all fits <strong>in</strong> with the theory of technological enforcement:<br />
large numbers of citizens have c<strong>on</strong>nected with technology; the government should therefore make<br />
use of the fact that citizens like to use technology and provide them with <strong>in</strong>formati<strong>on</strong> technology with<br />
which they can help to prevent and combat child pornography. 893 As emerges above, c<strong>on</strong>crete acti<strong>on</strong>s can,<br />
<strong>in</strong> practice, overlap with various strategies: standard privacy sett<strong>in</strong>gs for children <strong>on</strong> SNSs are based <strong>on</strong><br />
data m<strong>in</strong>imisati<strong>on</strong>, for example, and therefore form an example of socially resp<strong>on</strong>sible undertak<strong>in</strong>gs. 894<br />
3.8.5 C<strong>on</strong>clusi<strong>on</strong><br />
Directi<strong>on</strong> of and <strong>in</strong>terplay of forces <strong>in</strong> public-private sector partnerships<br />
As described <strong>in</strong> the sub-secti<strong>on</strong>s above, there are various public-private sector partnerships exist<strong>in</strong>g<br />
<strong>in</strong> the Netherlands and <strong>in</strong> other countries that are <strong>in</strong> the process of undertak<strong>in</strong>g a variety of <strong>in</strong>itiatives<br />
<strong>in</strong> order to combat child pornography. A possible focus and associated strategies can be derived from<br />
these <strong>in</strong>terventi<strong>on</strong>s. It is therefore advisable to secure public-private sector partnerships – <strong>on</strong>ce aga<strong>in</strong> –<br />
with<strong>in</strong> a platform, where the various forces at play can come together and can jo<strong>in</strong>tly give directi<strong>on</strong> to<br />
this partnership.<br />
S<strong>in</strong>ce the block<strong>in</strong>g of child abuse material <strong>in</strong> the Netherlands was not implemented, the Internet Safety<br />
Platform of ECP-EPN no l<strong>on</strong>ger has an active work<strong>in</strong>g group that promotes public-private sector partnerships<br />
<strong>in</strong> the field of child pornography. However, research carried out by Anderss<strong>on</strong> Elffers Felix refers to<br />
