child pornography. 146 The M<strong>in</strong>istry for Ec<strong>on</strong>omic Affairs, Agriculture and Innovati<strong>on</strong> is also (<strong>in</strong>directly)<br />

<strong>in</strong>volved <strong>in</strong> address<strong>in</strong>g the digital aspects of sexual violence aga<strong>in</strong>st children.<br />

2.9 C<strong>on</strong>clusi<strong>on</strong><br />

Broad and narrow frameworks<br />

Various frameworks currently exist that are (<strong>in</strong>)directly aimed at combat<strong>in</strong>g (sexual) violence – <strong>in</strong> the<br />

c<strong>on</strong>text of which the producti<strong>on</strong> of child abuse material is able to take place. Frameworks have been<br />

put <strong>in</strong> place that explicitly combat child pornography, such as the police and judicial authorities (narrow<br />

framework). Frameworks also exist that may be able to implicitly combat the producti<strong>on</strong> of child abuse<br />

images, for example programmes such as Domestic Violence and the Regi<strong>on</strong>al Plan to Tackle <str<strong>on</strong>g>Child</str<strong>on</strong>g> Abuse<br />

(broad framework). However, differences can also be detected with<strong>in</strong> these broad frameworks. The Domestic<br />

Violence framework is based <strong>on</strong> br<strong>in</strong>g<strong>in</strong>g organisati<strong>on</strong>s together <strong>on</strong> the basis of cohesi<strong>on</strong> <strong>in</strong> terms<br />

of c<strong>on</strong>tent, and may therefore prevent potential compartmentalisati<strong>on</strong>. In c<strong>on</strong>trast to this, the Regi<strong>on</strong>al<br />

Plan to Tackle <str<strong>on</strong>g>Child</str<strong>on</strong>g> Abuse is a territorial arrangement, which sets out to achieve horiz<strong>on</strong>tal <strong>in</strong>terl<strong>in</strong>k<strong>in</strong>g<br />

with<strong>in</strong> the regi<strong>on</strong>, and <strong>in</strong> which central municipalities form the bridge to the nati<strong>on</strong>al government.<br />

Digital and analogue frameworks<br />

The measures for tackl<strong>in</strong>g child pornography are based <strong>on</strong> narrow judicial grounds. However, the combat<strong>in</strong>g<br />

of child pornography is be<strong>in</strong>g implemented extensively, partly by means of programmes such as<br />

Domestic Violence, Sexual Health, programmes for schools, the Regi<strong>on</strong>al Plan to Tackle <str<strong>on</strong>g>Child</str<strong>on</strong>g> Abuse<br />

and the preventi<strong>on</strong> of sexual violence aga<strong>in</strong>st children <strong>in</strong> day-care centres, which fall, <strong>in</strong> part, under the<br />

resp<strong>on</strong>sibility of the M<strong>in</strong>istry of Social Affairs and Employment. Elements of the issue of tackl<strong>in</strong>g child<br />

pornography (the digital aspects of sexual violence aga<strong>in</strong>st children, the digital envir<strong>on</strong>ment of those<br />

who produce and possess child abuse material and the <strong>on</strong>l<strong>in</strong>e worlds of perpetrators and victims) are<br />

barely <strong>in</strong>tegrated <strong>in</strong>to the programmes aimed at combat<strong>in</strong>g sexual violence aga<strong>in</strong>st children. Comb<strong>in</strong><strong>in</strong>g<br />

programmes that combat sexual violence with the judicial approach towards tackl<strong>in</strong>g child pornography<br />

may serve to <strong>in</strong>crease effectiveness. With<strong>in</strong> frameworks such as Domestic Violence and the Regi<strong>on</strong>al Plan<br />

to Tackle <str<strong>on</strong>g>Child</str<strong>on</strong>g> Abuse, parties co-operate <strong>in</strong>tensively, but for the time be<strong>in</strong>g, hardly any c<strong>on</strong>necti<strong>on</strong>s have<br />

been made with the efforts measures to tackle child pornography.<br />

C<strong>on</strong>necti<strong>on</strong>s<br />

Until the measures to tackle child pornography have been <strong>in</strong>tegrated <strong>in</strong>to the wide-rang<strong>in</strong>g approach regard<strong>in</strong>g<br />

the combat<strong>in</strong>g of sexual violence aga<strong>in</strong>st children, co-ord<strong>in</strong>ated efforts <strong>in</strong> combat<strong>in</strong>g the sexual abuse<br />

of children, as referred to <strong>in</strong> the Lanzarote C<strong>on</strong>venti<strong>on</strong>, cannot essentially be achieved. Until a c<strong>on</strong>necti<strong>on</strong><br />

is formed between the analogue and digital worlds, a difference which is very vague 147 for children, and <strong>on</strong>e<br />

<strong>in</strong> which the divid<strong>in</strong>g l<strong>in</strong>e between <strong>on</strong>l<strong>in</strong>e and offl<strong>in</strong>e sexual violence becomes blurred, 148 caveats need to<br />

be added with regard to the extent of the protecti<strong>on</strong> of children. <str<strong>on</strong>g>Child</str<strong>on</strong>g>ren need to be the focus of attenti<strong>on</strong><br />

<strong>in</strong> both the real world and the digital world, and for these children, those two worlds form <strong>on</strong>e s<strong>in</strong>gle world.<br />
