For instance, in the KalJada project, 23 villages have been covered out <strong>of</strong> the
total number <strong>of</strong> 92 villages and in Peechi, 17 <strong>of</strong> the 23 villages have been
covered. However, there were some problems in identifying the ultimate
beneficiaries from each reach <strong>of</strong> the canal system. Because, the land records are
not updated., though the properties were sold and transferred more than once.
A pre-tested and structured schedule has been used for eliciting
information from the sample farmers. The ficld level information gathered
include: details as regards cropping pattern, input use. returns from farming,
water availability, problems in adopting on-farm development works, besides
others like age, education <strong>of</strong> the head <strong>of</strong> the household and demographic details
<strong>of</strong> the family, including occupation and other related information.
Apart from the farmers. the local leaders who are knowledgeable about
the land development and water management related problems, have been
consulted to understand dimensions and problems. The <strong>of</strong>ficials <strong>of</strong> Irrigation
Department, CADA, field staff, Agriculture Officers, etc. have also been
contacted and discussed about the operational level constraints at the field level
and the water management problems.
The reference year <strong>of</strong> the survey was 1997-98 agricultural year for both
the command areas. The survey was carried out from October 1998 to April
1999. The information gathered pertained to previous crop seasons, viz., Virippu
(autumn), Afundakall (winter). and PU/lchll (summer) sea~ons
<strong>of</strong> 1997-98. The
