The performance <strong>of</strong> major irrigation projects was, therefore, unsatisfactory. Apart from the nuances <strong>of</strong> the definition <strong>of</strong> irrigation potential created. the fact remains that potential created was unutilised or misutilised. for various reasons. needing further empirical analysis. Despite the lion's share <strong>of</strong> the investment in irrigation sector taken by the major and medium projects, its contribution to the total potential was lower than that <strong>of</strong> minor projects. This attracted the attention <strong>of</strong> planners and they started analysing the problems and constraints, if any, contributing to the alleged inefficiency <strong>of</strong> irrigation systems. The Irrigation Commission (GO!, 1972) had gone in detail into the problem and attributed the under-utilisation <strong>of</strong> irrigation potential to the following causes: a) deficiencies in the design and implementation <strong>of</strong> projects. including completion <strong>of</strong> reservoirs ahead <strong>of</strong> canal works; b) lack <strong>of</strong> field channels to carry water from the government-created irrigation outlets to the individual farms; c) inadequate attention given to proper development <strong>of</strong> land; and d) poor planning <strong>of</strong> cropping patterns suited to the varying soil and drainage conditions in different parts <strong>of</strong> the command area. Besides. th~ National Commission on Agriculture in its interim Report (GOI, 1974) had als() highlighted the lower levels <strong>of</strong> productivity <strong>of</strong> irrigated agriculture and ~ll1phasised the need for modernising irrigation systems and 15
integrated development <strong>of</strong> command areas for improving water use efficiency <strong>of</strong> existing irrigation systems. Subsequently, the Commission suggested setting up an agency to integrate various programmes with respect to irrigation sector development. Accordingly, the Command Area Development Agency (CADA) was set up during 1974-75 to reduce the time lag between creation and utilisation <strong>of</strong> irrigation potential. 1.3 Command Area Development Authority: Functions and Problems The primary objective <strong>of</strong> CADA was to improve water use efficiency through "integrated area development in the irrigation command, including modernisation <strong>of</strong> the distribution system, the provision <strong>of</strong> drainage and the maintenance and operation <strong>of</strong> both the distribution and drainage systems' (GO!, 1984: 20). Initially. 60 major and medium irrigation projects were brought into the ambit <strong>of</strong> CADA. which, later increased to 203 projects with a total command area <strong>of</strong> about 21.4 million ha in 22 States and 2 UTs. As per the Report <strong>of</strong> the Ninth Five Year Plan (GO!, 2000). the potential created till March 1995 was 14.95 million ha and the utilisation was 11.98 million ha. (80.14 %). The cumulative expenditure on CADP till the end <strong>of</strong> the Eighth Plan has been Rs. 5238.79 crores. The objectives and functions <strong>of</strong> CADA, as laid out in the original CAD programme (GO!, 1984). were. broadly, as follows: 1) Modernisation. maintenance and efficient operation <strong>of</strong> the irrigation system up to the outlet <strong>of</strong> one cLlsec capacity. 2) Development and maintenance <strong>of</strong> the 1ll~lin and intermediate drainage system. 16
