groWing demand for food grains ls in the immediate post-war period. It was realised that there was a need for harvesting the abundantly available rainwater during the monsoon to increase cropping intensity and augment agricultural production. As already observed, the state is blessed with 44 rivers. Most <strong>of</strong> the rivers are rainfed and are swollen during the monsoon and dry up during summer. The two seasonal monsoons l6 , viz., "Edavapathy" (south-west) and" Thulavarsham" (north-east) together provide abundant annual rainfall <strong>of</strong> the order <strong>of</strong> 3000 mm. However, like other parts <strong>of</strong> the country, there are temporal and spatial variations in its distribution. The south-west monsoon yields almost 70 per cent <strong>of</strong> the annual rainfall and the remaining by the north-east monsoon (20 %) and occasional rains (10 %) between these monsoons. The distribution <strong>of</strong> rainfall differs across the regions in the state as it is uni-modal in the northern districts (Kannur and Kasargod) and bi-modal in the southern districts. But the effective rainfall l7 varies from 40 to 80 per cent between the northern and southern districts. Edavapathy and Thulavarsham are formally known as South-West monsoon and North East monsoon respectively. Rainfall is not necessarily useful or desirable at the time, rate or amount ill which it is received. Some <strong>of</strong> it may be unavoidably wasted while some may even be destructive leading to water logging. 27
physiographic conditions <strong>of</strong> the State l8 , high intensity and uneven distribution <strong>of</strong> rainfall. The rainwater collected in the rivers gets drained out to the sea within 24 hours due to the steep slope <strong>of</strong> the Western Ghats as well as the smaller courses <strong>of</strong> river in terms <strong>of</strong> width. Moreover. the rivers due to their smaller cross-section. cannot accommodate the entire rainwater. These physiographic limitations on the one hand and the abundance as well as the seasonal concentration <strong>of</strong> rainfall on the other are the <strong>of</strong>t-cited justifications by the planners for a high-cost and capital-intensive irrigation infrastructure development strategy for the state. Investment on infrastructure development in terms <strong>of</strong> large-scale canal-based irrigation systems in the state is also justified on grounds <strong>of</strong> food security. Kerala has been a food- deficit state and the per capita food grain production is one <strong>of</strong> the lowest in the country. It was only 38.38 kg. per annum against the national average <strong>of</strong> 175.20 kg. in 1987-88. The annual per-capita production has further fallen to 37.34 kg in 1990-91 (GOK. 1993). This works out to a per capita daily availability <strong>of</strong> only 102.30 gm. which is Jess than the consumption norm <strong>of</strong> 370 gm per capita per day. as suggested by the Indian Council <strong>of</strong> Medical Research (lCMR) (Suryanarayana, 1999: 328). In 1990, while the production <strong>of</strong> rice in the state was 10.87 lakh tonnes, the <strong>of</strong>f-take through PDS was 14.60 lakh tonnes and the food deficit was about 26 per cent.
