It is also important to note that the farmers are not to be made to pay for the inefficient and poor delivery services. All these eventualities invariably points to the need for institutional reforms in the water sector in India. 2.2.7 Institutional reforms in Indian irrigation There has also been a growing academic interest in understanding and explaining the process <strong>of</strong> development <strong>of</strong> irrigation systems in the broad framework <strong>of</strong> the New Institutional Economics (NIE). Much <strong>of</strong> this literature has been necessitated by the growing realisation that the mainstream (neo-c1assical) economists, by and large, have tended to neglect the interaction between economic policy and the complex institutional arrangements II as well as the transaction costs in the water . 12 sector . In India, the wide range <strong>of</strong> issues and problems emerging in the irrigation sector over a period <strong>of</strong> time necessitated thinking in terms <strong>of</strong> institutional reforms necessary to ensure efficient and productive use <strong>of</strong> water on a sustainable basis. highlighted the problems related to institutional reforms ll and capacity building in irrigation sector in India and its impact on water use efficiency. Vaidyanathan (1999) reviews various approaches to institutional reform in India's irrigation sector and considers self management by user communities 14 with well defined property rights over water supply, including the freedom to buy and sell these rights as an important step in this regard. According to him, an appropriate institutional reform in India requires the state to undertake part or full costs <strong>of</strong> irrigation development on the condition that the system fetches back the expenses incurred in a specified manner with minimum interference as regards the rules <strong>of</strong> water transaction. Examining the fl?asibility <strong>of</strong> institutional reforms in India, Saleth and Dinar (1999) bring out the contrast that while policy makers realise the heavy socio-economic costs <strong>of</strong> prevailing institutional inadequacy within the water sector, the political economy constraints remain as a powerful obstacle for initiating any substantive institutional reform. This study <strong>of</strong>fers an analytical framework to identify various layers <strong>of</strong> institutional inter-linkages and institution-performance linkages within the water sector. The Central Water Commission (CWC) and the Planning Commission have also placed the 13 Institutional reforms in the water sector necessarily calls for definite principles in terms <strong>of</strong> water law, water policy and water administration, all <strong>of</strong> the three having well laid out institutional aspects to be strictly adhered to.
