Chapter 5 Dynamics <strong>of</strong> Irrigation and Agricultural Development in Kerala This chapter divided into two sections. examines the status. problems and prospects <strong>of</strong> irrigation infrastructure l deyelopment in Kerala in the post-independence period. The first section examines the scale and intensity <strong>of</strong> public investment in irrigation development in the state in successive Five Year Plans. The financial as well as physical aspects <strong>of</strong> irrigation development are also examined. While the financial performance is analysed using the conventional project cycle approach <strong>of</strong> cost and time over-runs involved in the development <strong>of</strong> irrigation systems. the physical performance is examined in terms <strong>of</strong> achievements in area expansion under irrigation. improvements in crop production and productivity. etc. Information on the project-wise costs and benefits are collated so as to facilitate the spatial and inter-temporal analysis <strong>of</strong> impact <strong>of</strong> irrigation development in the state. The agricultural development experience <strong>of</strong> the state is discussed at length in the second section. Section three deals with the organisational aspects <strong>of</strong> irrigation development in Kerala. While discussing the complexities involved in irrigation development in the state, it tries to trace the region-specific factors contrihuting to sub-optimal I Hayami and Ruttan (1971) distinguish between physical and institulional infrastructure development. Going by this. investment for irrigation infrastructure devciopmcnl is invariably a creation <strong>of</strong> social overhead capital (SOC).
