Based on the National Accounts Statistics (NAS), Dhawan (19983., 1998b, and 2000) makes a prognostic attempt to estimate the benefits and costs <strong>of</strong> canal irrigation in India. It is found that the production benefits (aggregate irrigated yield) from canal irrigation (expresses as value <strong>of</strong> yield per hectare) increased from Rs. 4038 in 1980-81 to Rs. 12617 in 1992-93 and the yield gain increased from Rs. 2087 to Rs. 7132. On the other, the total annual cost <strong>of</strong> provision <strong>of</strong> canal irrigation has increased from Rs. 909 per ha. to Rs. 4986 during the same period and the unit cost <strong>of</strong> canal irrigation has increased from Rs. 488 to Rs. 2277 at current prices. However. he cautions that the reported benefits have not been reconciled in terms <strong>of</strong> irrigation charges paid by the beneficiary farmers and incremental associated costs <strong>of</strong> irrigation development incurred by the individual farmers for the usc <strong>of</strong> farm inputs. Dhawan (1998b) also points to an important lapse in the conventional cost <strong>economics</strong> <strong>of</strong> canal irrigation. which is the non-consideration <strong>of</strong> 'incidental benefits,1 caused by the canals. An important incidental benefit is the canal (seepage) induced artificial groundwater recharging and this not only improves returns to investments in well irrigation. but also expands the very base for groundwater based agriculture (Dhawan. 1986. 1989). Other incidental benefits which need serious consideration are reduction in instability in the farm economy. multiple uses <strong>of</strong> irrigation water. like civic needs <strong>of</strong> urban and rural populations. especially. drinking water needs. employment benefits. etc. 2 Incidental henefits are akin to pril1lar~ henefit> and 'Ieft out <strong>of</strong> the reckoning. either because <strong>of</strong> the difficulties in measuring them in monetary terms. or because <strong>of</strong> their Intangible nature (food security. sense <strong>of</strong> self reliance in food grains, poverty alleviation. etc.) (Dhawan. 1998h 10). 39
While the economic benefits <strong>of</strong> canal irrigation are widely appreciated in the literature, there are also evidences highlighting the concentration <strong>of</strong> benefit's <strong>of</strong> green revolution in certain regions and that too favouring specific farmer groups. In this regard. Singh (1997) shows that the Green Revolution as a means <strong>of</strong> enhancing agricultural productivity has, in turn. led to a spurt in agro-based industrial activities, in the form <strong>of</strong> pumps, tractors, harvesters, etc. as also expansion <strong>of</strong> certain sectors like cement and steel required for the construction <strong>of</strong> large irrigation projects. The introduction <strong>of</strong> large scale canal irrigation particularly large dams. could change the ecology <strong>of</strong> the region and provide the required water for water- intensive green revolution crops that could not have been grown in the region earlier. Further. the HYV based new agricultural strategy (NAS), which was aimed at productivity enhancement, has in the process. led to the gross neglect <strong>of</strong> ecological issues which emerged in course <strong>of</strong> time, making agro-ecosystems unsustainable. In spite <strong>of</strong> phenomenal increase in investment in irrigation, its impact on private investment has been discouraging, particularly, since the early 80s and had led to a debate as to how this trend could be tackled. For instance. Mishra and Chand (1995); Mishra and Hazell (1996) and Mitra (1996) have shown that private investment has been rising despite the continued decline in public investment. This problem <strong>of</strong> movement <strong>of</strong> public and private investments In diverse directions instigated a controversy regarding the weakening <strong>of</strong> complementarity between the two. Invalidating this position. Dhawan (1996. 1997. 1998, and 2000) brings forth an important policy implication that private 40
