6.1.1 Physical and financial performance <strong>of</strong> CADA and the status <strong>of</strong> OFD
implementation in irrigation projects:
As already discussed, the CAD programmes are implemented through the
effective participation <strong>of</strong> the five agencies under the overarching policy
guidelines and the coordination <strong>of</strong> CADA. The functional and operational
responsibilities and boundaries <strong>of</strong> all the line departments involved in OFD and
other related programmes are. however. clearly delineated. For instance, the
primary responsibilities <strong>of</strong> the agriculture department are to: a) introduce
adaptive trials; b) conduct training programmes; c) introduce large scale
demonstration plots; and d) distribute subsidy to small and marginal farmers. The
Soil Conservation wing undertakes land levelling and shaping activities and the
Co-operation wing initiates the formation <strong>of</strong> water users' associations (WUAs) or
beneficiary farmers' associations (BFAs). The important activities <strong>of</strong> the
Engir.eering wing are: a) construction <strong>of</strong> field channels (lined outlet to 5-8 ha.
block as well as unlined outlet within 5-8 ha.); b) construction <strong>of</strong> field drains;
and c) implementation <strong>of</strong> 'Warabandi'. The Evaluation wing initiates benchmark
and evaluation surveys as \liell as crop cutting experiments.
Given this backdrop. we now present In detail the pattern, scale and
intensity <strong>of</strong> expenditure on OFD related aspects and the physical progress
(achievement) in various projects considered for this study (Table 6.2).
