A detailed account <strong>of</strong> the problem and prospects <strong>of</strong> irrigation development in Kerala has been presented in a separate chapter. 1.5 Need for the 5tudy: The discussion so far highlights the complex nature <strong>of</strong> irrigation systems in the country as they have evolved. The chapter elaborates on the evolutionary processes <strong>of</strong> irrigatIOn systems, the dimensions <strong>of</strong> political economy influencing the nature and scale <strong>of</strong> water institutions, technological and institutional 31
interventions to improve the operational efficiency, and other related issues and problems. The importance given to the irrigation sector in the contemporary scenario <strong>of</strong> economic development and the problems and prospects associated with it have also been discussed at length. While there are several studies addressing the wide range <strong>of</strong> issues and problems allegedly contributing to the emergence <strong>of</strong> cost ineffective and socially less relevant"irrigation systems, quite a few issues merit the attention <strong>of</strong> researchers and call for an in-depth analysis. This is more so because <strong>of</strong> the diverse range <strong>of</strong> agro-c1imatic. socio-economic and environmental problems specific to the states and regions, where irrigation projects are constructed. On-Farm Development (OFD) was considered as one <strong>of</strong> the strategies to improve water use efficiency and to reduce adverse effects on soil fertility. But its successful implementation at the field level seems to be far from satisfactory. Therefore. it is necessary to address both technical and institutional factors influencing the adoption or otherwise <strong>of</strong> OFD by the farmers and its impact on productivity <strong>of</strong> crops. This empirical study undertaken in two <strong>of</strong> the major irrigation projects in Kerala. would hopefully help in understanding the dynamics <strong>of</strong> OFD under different agro-c1imatic settings and in devising policy measures to improve water usc efficiency. 1.6 Organisation <strong>of</strong> the Study Chapter I provides an overview <strong>of</strong> the history <strong>of</strong> development <strong>of</strong> irrigation svstems . in India with particular reference to Kerala.
