<strong>of</strong> irrigation systems seem to have emerged over time. Some <strong>of</strong> the widely debated problems are as follows: a) widespread under-utilisation <strong>of</strong> irrigation potential; b) significant lag in the completion <strong>of</strong> the irrigation projects, resulting in time and cost over- runs; c) inadequate and inequitable distribution <strong>of</strong> water across the different locations <strong>of</strong> the command areas; d) large-scale violation <strong>of</strong> cropping patterns leading to water shortage and distribution problems; e) lack <strong>of</strong> effective maintenance <strong>of</strong> water distribution networks as well as hydraul ic structures; f) lack <strong>of</strong> scientific land development and water management measures; g) environmental problems like water logging, salinity and alkalinity have adversely affected the fertility <strong>of</strong> the soil, leading to a decline in productivity potential over time, apart from giving rise to the spread <strong>of</strong> waterborne diseases; h) non-pricing or under-pricing <strong>of</strong> irrigation water and delivery services. leading to non-recovery <strong>of</strong> operational e:-:penses; and i) inadequate and improper policies on rehabilitation and resettlement <strong>of</strong> project-Jtlectt:d pt:ople (PAP). 13
One <strong>of</strong> the most important widely discussed problems <strong>of</strong> major and medium irrigation works is the widening gap between the irrigation potential created and utilised in the successive plan periods. which is termed as under-utilisation <strong>of</strong> irrigation potential created. The cumulative statistics on the status <strong>of</strong> utilisation <strong>of</strong> irrigation potential already created against the ultimate irrigation potential show very poor results. While the <strong>of</strong>ficially reported gap as between irrigation potential created and utilised (Table 1.2) is in the range <strong>of</strong> 14-15 per cent in the case <strong>of</strong> major! medium irrigation projects, the overall trends suggest that India could so far achieve only 57 per cent <strong>of</strong> the ultimate irrigation potential. The utilisation rate is further low at 47 per cent in the case <strong>of</strong> major! medium projects.
