The technical orientation towards paddy II in irrigation projects In Kerala seems to have become unrealistic in the light <strong>of</strong> a major shift in cropping pattern, whereby. area under paddy has declined substantially over time Cfable 5.6). Along with paddy. there was also a remarkable decline in area under crops, such as tapioca (cassal"(/) and pulses during 1960-61 to 1997-98. While the area under paddy and tapioca has declined by almost Iw SO per cent. it is 66 per cent under pulses. The area under rubber has increased by 243 per cent, followed by arecanut (202 %). The gro\\1h in area under banana is 82 per cent followed by pepper (81 %) and coconut (77 %). While the area under other crops such as ginger and tea is almost stagnating, it is highly tluctuating in the case <strong>of</strong> cashew and c<strong>of</strong>fee. T d' . The annual compound growth rates indicate considerable decline in the case <strong>of</strong> paddy, pulses and tapioca throughout the period <strong>of</strong> analysis, which lends support to the argument that these crops have been largely replaced by commercial crops, viz .. banana, coconut, arecanut and rubber. Subsequently, while the share <strong>of</strong> area under food crops declined from 49 per cent in 1975 to 25 per cent in 1998, the share <strong>of</strong> area under non-food/ commercial crops increased from 51 per cent to 75 per cent during the same period 12 An examination <strong>of</strong> the changes in the share <strong>of</strong> individual crops in the total cropped area is essential to shed light on the possible implications <strong>of</strong> such changes on the future scenario <strong>of</strong> irrigation development in the state. More importantly, such changes goes a long way in explaining the farm level investment decisions <strong>of</strong> the farmers \\ith respect to land de\elopment (OFD) works for optimum utilisation <strong>of</strong> irrigation potential. The changes in the area under individual crops are expressed in terms <strong>of</strong> percentage share <strong>of</strong> each crop in the total cropped area <strong>of</strong> the state and the results are shown in table 5.7, The table sho\\s that 13 major crops occupy about 84 per cent <strong>of</strong> the total cropred area <strong>of</strong> the state as per 1997-98 statistics, which was higher in the range <strong>of</strong> 86-88 per cent in the earlier periods, Among the major crops, the share <strong>of</strong> I!
