The foregoing analysis shows that a major chunk <strong>of</strong> expenditure in irrigation sector was on revenue account. Therefore, the real construction works suffered. This had led to time and cost over-runs and the consequent reyision in the estimates in the project cycle. The revenue expenditure in some <strong>of</strong> the ongoing projects, viz .. Vamanapuram, Meenachil Valley, Chamravanom and Attappady schemes was the highest at 70 per cent in Meenachil project. followed by 63 per cent in Vamanapuram and 60 per cent in Chamravattom during 1997-98. The financial investment in irrigation projects and the share <strong>of</strong> important components as well as the revenue and capital expenditure are furnished in detail in appendix tables (Appendix 5.3 to 5.6). Among the other major components, the expenditure on main canals, branch canals. distrihutarles Jnd land Jcqulsition has been the highest in most <strong>of</strong> the Irrigation projects. In the Kallada irrigation project. the major component <strong>of</strong> expenditure during 1997-9S had been distributaries, occupying 29 per cent <strong>of</strong> the financial investment. followed by direction and administration (24 %) and main canals (18 %). It is important to note that except in the case <strong>of</strong> Kuttiadi project and Idamalayar projects. in all other projects, the investment on field boothies had been below 6 per cent in most cases. ,howing the inappropriate attention given for water utilisation at the fi,:!d level. In projects, such as Pazhassi. Periyar valley and Muvattupuzha, the financial investment for land acquisition had heen above 10 per cent and in projects, viz.. Kallada. Pamba, Kanjirapuzha. Idamalayar and Vamanapuram. it had h
Cost escalation due to arbitration awards, departmental lapses and unintended payments to contractors The arbitration awards and unscrupulous payments made to the contractors appear to be a major source <strong>of</strong> cost escalation in the irrigation projects in Kerala. The CAGI reports bring out clearly the rent seeking behaviour <strong>of</strong> the irrigation bureaucracy. A review for the period 1985-86 to 1998-99 brings out the very functioning <strong>of</strong> the irrigation sector in Kerala. loaded with problems <strong>of</strong> rent-seeking and nepotism. The reports bring out various sources <strong>of</strong> cost-escalation in irrigation projects in Kerala. They are: (i) extra expenditure due to delay in communicating acceptance <strong>of</strong> tenders; (ii) extra expenditure due to change <strong>of</strong> specification! defective estimation; (iii) non-recovery <strong>of</strong> advances. cost <strong>of</strong> materials from contractors: (iv) extra expenditure due to departmental delays: (\) defective formation <strong>of</strong> canal systems; (vi) change in scope <strong>of</strong> the scheme in the course <strong>of</strong> execution: and (vii) irregular additional payment for earthwork excavation. Evidently, the unintended expenditure involved in all the above cases have been substantial adding to cost escalation in irrigation projects. There are several evidences to show that the arbitration awards given to the contractors have caused enormous burden on the financial allocations <strong>of</strong> the irrigation department. For instance. in the Kallada irrigation project. from October 1984 to March 1993. 258 cases were referred for arbitration as per the specifications approved by the World Bank. Out <strong>of</strong> the 172 awards passed as <strong>of</strong> March 1993. a net 190
