Chapter 6 Economics <strong>of</strong> On-Farm Development: An Analysis Given the need for and importance <strong>of</strong> OFD for the efficient and productive use <strong>of</strong> water in the command areas. it is necessary to examine the dynamics in terms <strong>of</strong> cost. technology. motivation <strong>of</strong> the farmers and finally, productivity <strong>of</strong> crops. The intensity and scale <strong>of</strong> its adoption depends upon, among others. the cost effectiveness and the incremental output arising out <strong>of</strong> it. An attempt. therefore. has been made in this chapter to examine the <strong>economics</strong> <strong>of</strong> OFD in terms <strong>of</strong> costs and returns for various crops grown in the farm plots with OFD and without it. The chapter is divided into two sections. In section one, the status <strong>of</strong> OFD in all the completed irrigation projects in Kerala has been presented based on secondary data followed by the presentation <strong>of</strong> field level survev results in section two. In Kerala. like elsewhere in the country, the performance <strong>of</strong> irrigation projects in terms <strong>of</strong> equitable and timely supply <strong>of</strong> water has been far from satisfactory. As a result. the farm level investments necessary for effective and efficient utilisation <strong>of</strong> irrigation have been minimal or even non-existent. Lack <strong>of</strong> adequate response from the farmers towards the adoption <strong>of</strong> land development and water management practices seems to be due to a variety <strong>of</strong> problems and constraints like less remunerative cropping systems. in general. non-availability <strong>of</strong> timely and adequate water. shortage <strong>of</strong> labour and the consequent high eosts <strong>of</strong> cultivation. to mention a few. These probkms over a period <strong>of</strong> time appears to have perpetuated discontent among the farmers, in general. and farming is.
