paddy by 51 per ccnt to 8500 ha .. the anticipated additional production was only O.~8 lakh tannes (decline by 81 %). Subsequently, the BCR, which was 9.1 as per the original estimates (1975), at 10 per cent rate <strong>of</strong> interest had gone down to ~.47 as per the 1992 estimates. The estimated cost <strong>of</strong> providing irrigation facilities increased almost eightfold from Rs. 3996 to Rs. 300 I 4 per ha. (CAG\. 199·n However. a reassessment <strong>of</strong> the ayacut <strong>of</strong> the project has revealed that the actual net ayacut was 17737 ha. against 17400 as mentioned in the project. Though the cntire project was designed for paddy (as per the original report), only 48 per cent <strong>of</strong> the area was under paddy during the first and second crops and less than two per cent during summer. \\'hik dry/ perennial crops constituted "'4 per cent <strong>of</strong> the avacut. 16 per cent \\ as L1nde'l" annual and other perennial crops. Banana and \'egetables an: grown in 49 per cent <strong>of</strong> the area meant for summer paddy (Plincha). (i) A resurvey <strong>of</strong> the KanJirapuzha irrigation project shows a 13 per cent decline in the area under paddy from 9713 ha. (0 8467 ha. Further. an area <strong>of</strong> 722 ha. (8.6 %) has bl:cn found to be not irrigable, thus making the reduction in ayacut by 21 pcr cent to 7745 hOI. (ii) In the Karapuzha project. the originally estimated ayacut <strong>of</strong> 4650 ha. (net) for paddy cultivation had dcciined 2H to 3500 ha. in the revised projt:ct report. the decline being almost 25 per cent. The BeR also had come down from originally fixed 2.5 to 1. which was also below the ewe stipulated norm <strong>of</strong> 1.5. The original cost estimate <strong>of</strong> the project was Rs. 7.60 crores. which has been revised later on to Rs. 225 crores. the cost escalation being 2861 per cent (C\GI. 1997). (iii) In the Chimony irrigation project. the department claims that 13000 ha. <strong>of</strong> Kole lands are being irrigated during monsoon after dewatering. But. the actual achievement is only 1586 ha. (12 %j and that too for the third crop.
